As the meeting agenda was fairly extensive, the first part focused on the main challenges facing Europe in an uncertain climate. As mentioned by group president Mario Sepi in the introduction to his speech, this uncertainty results from unfamiliarity with the new Commission's programme, an unpredictable ratification process for the Constitutional Treaty and even the degeneration of industrial relations in many countries, caused by employers' erosion of workers' entitlements, often with the complicity of the State. Mr Sepi emphasised that these aspects were interlinked, because "the choices made for relaunching the Lisbon Strategy will certainly have an impact on the way Europe is seen by the millions of citizens called to vote on the constitution". Mr Sepi concluded his speech by recalling the three main priorities for the future of Europe and its model: the mid-term review of the Lisbon Strategy "striking a balance with each side of its equilateral triangle, that is, the economic, social and environmental aspects"; the Stability and Growth Pact, "which must be reviewed not only in terms of economic flexibility but also in terms of quality of expenditure"; the EU's financial perspectives, which must (as G. Dassis' opinion made clear) take account of the cohesion objectives if we are to determine the financial resources needed to realise our ambitions.

To this end, and in accordance with the objectives of the Commission Communication "Innovation in a knowledge-driven economy", activities will be implemented in a number of specific areas that are complementary and mutually supportive, within themselves and with the actions carried out under the heading "Integrating and strengthening the European Research Area". They will focus on improving the knowledge, understanding and capabilities of the actors involved - research workers, industrialists, investors, public authorities at European, national and regional levels, and others - by encouraging more intensive and fruitful interactions between them, and by providing strategic information and services, as well developing new methodologies and tools, to assist them in their particular endeavours. A general principle underlying all these actions is that innovation cannot be separated from research; the actions serve to reinforce the links between research and innovation, from the point of the conception of research activities, right through the period of their realisation.
À cet effet, et conformément aux objectifs de la communication de la Commission "L'innovation dans une économie fondée sur la connaissance", des actions seront mises en oeuvre dans certains domaines précis. He proposed that the Court reply as follows: (1) The calculation method laid down in Annex VI(D)(4) to Regulation No 1408/71, in the version inserted by Regulation No 1248/92, under which the Spanish theoretical pension is determined in accordance with the bases of the worker's contributions during the calculation period immediately preceding payment of his last contribution to the Spanish social security, with revalorization of the resultant theoretical pension on the same terms as those which, under Spanish national legislation, would have been applied to revalorization of a pension becoming payable at the time of payment of the last contribution in Spain only until the year before the risk is realised, is contrary to Article 51 of the Treaty and is therefore invalid within the limits referred to.

The specific objectives will be to: - enable economically active parents, particularly women, to engage in training, education and community involvement as a means of preparing them for employment; - train and employ local people as support workers (50 full time equivalents) who will target the parents in the area with new children, in a structured integrated process; - engage statutory and voluntary agencies in a community network of opportunity in training and employment providing the necessary day care backup to facilitate women to access training/work - adapt and refurbish, approximately 6 dilapidated buildings to realise these opportunities, thereby improving the environment of the area.
