Ministers meeting at the General Affairs Council in Luxembourg on 28-29 October have decided to appoint as the EU's envoy to the Peace Process Ambassador Miguel Angel Moratinos, who would have the following mandate: - to establish and maintain close contact with all the parties to the Peace Process, other countries of the region, the US and other interested countries, as well as relevant international organisations, in order to work with them in strengthening the Peace Process; - to observe peace negotiations between the parties, and to be ready to offer the EU's advice and good offices should the parties request this; - to contribute where requested to the implementation of international agreements reached between parties, and to engage with them diplomatically in the event of non-compliance with the terms of these agreements; - to engage constructively with signatories to agreements within the framework of the Peace Process in order to promote compliance with the basic norms of democracy, including respect for human rights and the rule of law; - to report to the Council's bodies on the possibilities for EU interventions in the Peace Process, and on the best way of pursuing EU initiatives and ongoing MEPP-related EU business including the political aspects of relevant EU development projects; - to monitor actions by either side which might prejudice the outcome of the permanent status negotiations.
Les ministres réunis dans le cadre du Conseil "Affaires générales" à Luxembourg les 28 et 29 octobre ont décidé de désigner comme envoyé de l'UE pour le processus de paix Monsieur l'Ambassadeur Miguel Angel Moratinos, dont le mandat serait le suivant : - établir et maintenir des contacts étroits avec toutes les parties au processus de paix, les autres pays de la région, les Etats-Unis et d'autres pays intéressés, ainsi que les organisations internationales compétentes, afin d'oeuvrer avec eux au renforcement du processus de paix ; - observer les négociations de paix entre les parties et être prêt à offrir les conseils de l'UE et ses bons offices si les parties en font la demande ; - contribuer, lorsque cela est demandé, à la mise en oeuvre des accords internationaux conclus entre les parties et engager avec elles un processus diplomatique en cas de non-respect des dispositions de ces accords ; - établir des contacts constructifs avec les signataires d'accords dans le cadre du processus de paix afin de promouvoir le respect des normes fondamentales de la démocratie, y compris le respect des droits de l'homme et de l'Etat de droit ; - rendre compte aux instances du Conseil des possibilités pour l'UE d'intervenir dans le processus de paix et de la meilleure manière de poursuivre les initiatives de l'UE ainsi que ses activités en cours qui sont liées au processus de paix, y compris les aspects politiques des projets de développement de l'UE intéressant la région ; - suivre les actions des parties qui risquent de porter atteinte au résultat d e s n é g o c i a t i o n s sur le statut permanent.
