B. whereas at the extraordinary Ecofin of 9-10 May 2010 the Council and the Member States agreed on a temporary mechanism to preserve financial stability totalling EUR 750 billion, including a rapid reaction stabilisation fund (European Financial Stabilisation Mechanism, hereinafter ‘EFSM’) with a total volume of up to EUR 60 billion and a European Financial Stability Facility (hereinafter ‘EFSF’) with a total volume of up to EUR 440 billion, to be complemented by IMF funds of up to EUR 250 billion,
B. considérant que lors du Conseil extraordinaire Ecofin des 9 et 10 mai 2010, le Conseil et les États membres se sont mis d'accord sur un mécanisme temporaire pour préserver la stabilité financière, pour un montant total de 750 milliards EUR, y compris un fonds de stabilisation (mécanisme européen de stabilisation financière – MESF) doté au total de 60 milliards EUR, et un instrument européen de stabilité financière doté d'une enveloppe totale de 440 milliards EUR, à compléter par des ressources du FMI pour un montant maximal de 250 milliards EUR,

9. Underlines the importance of a strong reaction to the crisis and to the instability of financial markets that should involve greater funding capacity and flexibility for the EU budget; requests, in this regard, the Council and Commission to provide further detailed information on the impact that the European Financial Stabilisation Mechanism decided on at the extraordinary Ecofin Council meeting of 9 and 10 May 2010 might have on the budget of the EU; requests furthermore, in order to avoid future crises, the setting up of an efficient monitoring system including the direct provision of information to Parliament;
9. souligne l'importance d'une réponse européenne énergique à la crise et à l'instabilité des marchés financiers, qui devrait aller de pair avec une capacité financière et une flexibilité accrues pour le budget de l'Union; demande, dans ce contexte, au Conseil et à la Commission des informations complémentaires et détaillées sur les conséquences que le mécanisme européen de stabilisation financière décidé lors du Conseil Ecofin extraordinaire des 9 et 10 mai 2010 pourrait avoir sur le budget de l'Union; demande en outre, en vue d'éviter d'autres crises à l'avenir, la mise en place d'un système efficace de surveillance, assorti d'une obligation d'informer directement le Parlement européen;
