My first supplementary question is this: is it really the case that no real decisions are made in the Eurogroup, or is it the case that decisions have already been taken by the time the matter reaches Ecofin, which simply goes along with whatever has actually been decided in the Eurogroup?

Before the end of 1994 the Commission submitted a proposal for a Directive which foresees the possibility for Member States to apply during the transitional period a reduced rate with regard to horticultural products, but at the meeting of the Ecofin Council on 10 July 1995 no agreement could be reached.
Avant la fin de 1994 la Commission a présenté une proposition de directive prévoyant la possibilité pour les Etats membres d'appliquer pendant la durée du régime transitoire un taux réduit de TVA à certains produits de l'horticulture mais, lors de la réunion du Conseil ECOFIN du 10 juillet dernier, un accord n'a pas pu être dégagé.

At the ECOFIN Council on 3 June, Mr. MONTI made clear that if an agreement could not be reached, the Commission would be forced to withdraw the proposal and to pursue the infringement procedures against those Member States applying a reduced rate. At the very last moment, Member States agreed on a compromise put forward by the Belgian government which essentially accepts the original Commission proposal by adding some technical adjustments.
