Senator Andreychuk and I have been over this ground before, and we now know that there is the Inter-Ministerial Standing Committee on Child Rights. It exists, but some years ago there used to be a quite effective inter-ministerial working group on children that was very helpful at the time of the Victoria summit of sexually exploited youth.

9. Emphasises that some progress can be seen concerning the application of the partnership principle; recalls that further attention should be paid to clarifying the role of regional levels of administration and re-enforcing inter-ministerial co-operation. Considers that supplementary measures will have to be taken in order to fully implement the partnership principle in the regional planning system as well as in the successive implementation and follow-up phases, including as well social and environmental partners;

31. Reminds Romania that the credibility of commitments in the negotiations rests in particular on a thorough administrative reform; therefore calls on the Romanian Government to increase its efforts to build up the administrative capacity in all areas of law; asks the prime minister in particular for strong political leadership in this area in order to prepare Romania to be able to implement EU laws; this should result in particular in a clarification of the role of regional levels of administration and the reinforcement of inter-ministerial cooperation; calls on the Romanian Government to put particular emphasis on improving implementation and enforcement in the areas of competition, company law, agriculture, fisheries, transport and justice and home affairs;
31. rappelle à la Roumanie que la crédibilité de ses engagements lors des négociations implique notamment une réforme administrative profonde; appelle dès lors le gouvernement roumain à redoubler d'efforts pour développer sa capacité administrative dans tous les domaines du droit; demande en particulier au Premier ministre de donner de fortes impulsions politiques dans ce domaine afin de préparer la Roumanie à être en mesure d'appliquer la législation de l'Union européenne; fait observer qu'il devrait notamment en résulter une clarification du rôle des administrations régionales et un renforcement de la coopération interministérielle; invite le gouvernement roumain à mettre en particulier l'accent sur une meilleure mise en œuvre et exécution en matière de concurrence, de droit des sociétés, d'agriculture, de pêche, de transport et de justice et d'affaires intérieures;

Or, should governments establish an inter-ministerial funding pool, or initiate inter-ministerial projects and initiatives with shared program costs and benefits?
