22. Expresses its concern about the proposed back-loading of certain programmes in the 2008 APS and the problems that this may be storing up for future years of the MFF taking into account the problem of increasing RALs; further notes that in the 2007 budget, for its own priority areas, Parliament adopted commitment levels above the average level of commitments foreseen in the multi-annual programme envelopes for a number of programmes; observes that some degree of interinstitutional cooperation regarding front- and back-loading of commitments across the budget may be necessary to ensure a coherent programming of commitments over the duration of the MFF respecting the priorities of the Parliament as expressed in the IIA of 17 May 2006;

20. Notes that the level of payments, which, being the mere result of past commitments, should be determined on the basis of technical criteria such as implementation figures, absorption forecasts or the level of outstanding commitments (RAL), has become the main political issue within the Council in the past few budgetary procedures; points to the growing level of RAL at the end of 2011, amounting to EUR 207 billion, which represents almost 7% more than the level at the end of 2010; in view of the upcoming interinstitutional meeting on the difference between commitment and payment appropriations will establish a dialogue with the Commission in order to fully clarify how the RAL is composed; insists that the Council refrain from deciding a priori the level of payments without taking account of actual needs and legal obligations; notes further that accruing RAL actually undermines a transparent EU budget in which it is clearly visible how commitments and payments are related in a specific budgetary year;
20. souligne que le niveau des paiements qui, découlant purement et simplement des engagements précédents, devrait être déterminé sur la base de critères techniques tels que les chiffres relatifs à l'exécution, les prévisions en matière d'absorption ou le niveau des engagements restant à liquider (RAL), est devenu, dans le cadre des dernières procédures budgétaires, le principal sujet de discussion politique au sein du Conseil; met en avant le niveau croissant des RAL qui, en fin d'exercice 2011, atteignait un montant de 207 milliards d'EUR, en hausse de 7 % par rapport à fin 2010; engagera un dialogue avec la Commission, en vue de la réunion interinstitutionnelle prochaine consacrée à la différence entre crédits d'engagement et crédits de paiement, afin de préciser clairement la composition du RAL; insiste pour que le Conseil tienne impérativement compte des besoins réels et des obligations juridiques lorsqu'il détermine a priori le niveau des paiements; relève en outre que l'accumulation de RAL nuit à la transparence du budget de l'Union, qui doit indiquer clairement le lien entre les engagements et les paiements correspondants d'un exercice budgétaire donné;
