Concerning the high priority projects endorsed by the Essen European Council (December 1994), the Cohesion Fund has given particular emphasis to the implementation of the high priority projects that lie wholly or partly within the territories of the Cohesion Member States: high speed train South; the Greek motorways (Pathe and Via Egnatia); the Portugal/Spain multimodal link; Cork-Dublin-Belfast rail link; and the Ireland-UK-Benelux road link.

Ces projets portent sur le développement de plusieurs grandes infrastructures ferroviaires dans les Pyrénées qui sont particulièrement importants pour parvenir à rééquilibrer les modes de transports dans une région carrefour confrontée à une croissance du trafic routier particulièrement élevée. According to the press reports, Community funding is being sought under the heading of the trans-European networks (TENs), thus putting this project into competition with the existing project for a high-capacity rail link across the Pyrenees (TEN-T project 16).

With regard to Community action to improve cross-Pyrenees transport infrastructures, the Commission wishes to underline that particular importance is attached to rail links, namely the two priority projects included in the April 2004 decision by Parliament and the Council, amending the Community guidelines on developing the trans-European transport network (TEN-T): the new high-capacity cross-Pyrenees corridor (Priority Project No 16) and the South-East European high-speed rail link (Priority Project No 3).

As part of the Trans-European Transport Network project, (railways section), the link is, in principle, eligible for receipt of Community subsidies. However, the Community would again like to point to the fact that no request for funding has been received from the Spanish authorities for the Madrid-Valencia high speed rail link.
Toutefois, la Commission rappelle encore le fait qu’aucune demande de financement n’a été reçue des autorités espagnoles pour la ligne de grande vitesse entre Madrid et Valence.
