Notes that recent food fraud cases have exposed different types of food fraud, such as the replacement of key ingredients with cheaper or lower quality alternatives, the incorrect labelling of the animal species used in meat or seafood products, the incorrect labelling of weight, the sale of ordinary foods as organic, the unfair use of quality logos designating origin or animal welfare, the labelling of aquaculture fish as fish caught in the wild or the marketing of an inferior variety of fish under the name of a superior category or a more expensive species, and the counterfeiting and marketing of food past its ‘use-by’ date;

Finally, as regards the Mediterranean Sea itself and the coastal lagoons, as well as the wetlands around them, we must seek to ensure greater respect for the environment so that fishing can continue to develop, particularly in the lagoons, such as the Etang de Thau , whose Category A status it is absolutely essential to preserve. Only in this way is it possible to allow the continuation of extensive fishing, constantly taking into account health criteria which correspond to an environment of excellent quality, thereby avoiding any deterioration which would certainly occur if we encouraged only activities taking place out of the water, in particular the cleaning of shellfish.
Enfin, en ce qui concerne la mer Méditerranée proprement dite et les étangs littoraux, ainsi que les zones humides qui la bordent, il faut veiller au plus grand respect de l’environnement afin que la pêche puisse continuer à se développer, notamment dans les étangs, comme l’étang de Thau, dont il est indispensable de conserver le classement en catégorie A. Seul celui-ci en effet peut permettre la poursuite d’une exploitation extensive, avec la prise en compte constante de critères sanitaires correspondant à un milieu d’excellente qualité, en évitant toute dérive qui ne manquerait pas de se produire si on encourageait uniquement les activités hors de l’eau, notamment l’épuration des coquillages.

The main objectives of the Regulation are : - to consolidate in a single legislative act the basic Regulations (EEC no 103/76 and EEC no 104/76) as well as the amendments and modifications which have been made since those Regulations were adopted; - to bring the market standards into line with changes in production, markets and business practices; - to adjust freshness ratings distinguished by product group which will make grading easier through the use of simpler, more appropriate freshness criteria. - to underline that technical conservation measures (minimum biological sizes) should take precedence over minimum commercial sizes; - to strengthen the efficiency of market standards with the aim of improving market quality, including, inter alia, withdrawing Community financial compensation for the lowest quality category fish (i.e. category B).
Les objectifs principaux du règlement sont de : - refondre, en un seul texte législatif, les règlements de base (CEE n 103/76 et CEE n 104/76), ainsi que les modifications qui leur ont été apportées depuis leur adoption ; - adapter les normes de commercialisation à l'évolution de la production, du marché et des pratiques commerciales ; - revoir les barèmes de cotation de fraîcheur, différenciés par groupes de produits, ce qui facilitera la classification grâce à l'utilisation de critères de fraîcheur plus simples et mieux adaptés ; - souligner que les mesures techniques de conservation (tailles minimales biologiques) doivent prévaloir sur les tailles minimales commerciales ; - renforcer l'efficacité des normes de commercialisation dans le but d'améliorer la qualité des produits, y compris en supprimant la compensation financière de la Communauté pour les poissons de la catégorie de qualité la plus basse (à savoir la catégorie B).
