The Commission's Communication on the 1999 Communications Review [1] builds on the achievements of the liberalisation of telecommunications and the regulatory framework established to oversee competition and other public interest objectives.

The amendment aims to give access to an internal review also to the members of the public where their interest is concerned. The amendment aligns the Regulation with the Århus Convention.
