Calls on Montenegro to achieve progress on aligning national legislation with the acquis as regards access to environmental information, access to justice, environmental liability and strategic environmental assessment provisions on trans-boundary aspects; urges the authorities to integrate more systematically environment-related and climate change issues into other sectoral policies; considers it particularly important to address problems of solid waste, waste water and the poorly regulated waste management system, as well as to introduce more stringent penalties for all those who violate the relevant regulations and to establish an efficient inspection monitoring system; furthermore, in general, reiterates the need to resolve the unclear division of responsibilities between the authorities and the lack of coherence in their actions, as this is seriously hampering progress in the area of environmental protection;
32. demande au Monténégro de réaliser des avancées dans l'alignement de la législation nationale sur l'acquis de l'Union en ce qui concerne l'accès aux informations ayant trait à l'environnement, l'accès à la justice, la responsabilité environnementale et les dispositions relatives à l'évaluation environnementale stratégique pour les aspects transfrontaliers; invite instamment les autorités à intégrer, de manière plus systématique, les questions relatives à l'environnement et au changement climatique dans d'autres politiques sectorielles; estime qu'il est particulièrement important de remédier aux problèmes des déchets solides, des eaux résiduaires et du manque de réglementation du système de gestion des déchets, d'instaurer des sanctions plus strictes à l'encontre de toute personne enfreignant les règles en vigueur et de mettre en place un système d'inspection et de suivi efficace; rappelle, en outre, qu'il y a lieu, de manière générale, de remédier au manque de clarté du partage des responsabilités entre les autorités et au défaut de cohérence de leurs actions, dans la mesure où une telle situation entrave gravement les progrès en matière de protection de l'environnement;
