Where a public authority of a Member State chooses to entrust the provision of a service of general interest to a third party, selection of the provider must respect certain rules and principles in order to ensure a level playing field for all providers, public or private, that are potentially capable of providing that service.

That, in the opinion of the House, the government should: (a) study and measure Canadian tax losses to international tax havens and tax evasion, in order to determine the Canadian federal “tax gap”; (b) order the Canada Revenue Agency (CRA) to provide the Parliamentary Budget Officer (PBO) with the information necessary to provide an independent estimate of the Canadian federal tax gap arising from tax evasion and tax avoidance through the use of tax havens; (c) mandate the Auditor General or the PBO to provide estimates of the marginal revenue of additional CRA resources (i.e. auditors) in the areas of tax evasion and tax avoidance; and (d) mandate the Auditor General to evaluate, on a regular basis, the success of the CRA in prosecuting and settling cases of tax evasion.

Whereas the U.S. government, which is generally disinclined to provide government assistance to the private sector, has provided substantial support to its airline industry; whereas Canadian airlines have been substantially affected by the tragic events in New York and Washington; whereas air transportation in Canada is essential to the population — in remote regions in particular — and to our businesses; and whereas the over 50 per cent reduction in the activities of Canada's airlines is jeopardizing financial stability throughout our economy; therefore, I invite my colleagues in the Senate and in the government to provide assistance similar to the assistance provided by the U.S. government to its industry, both to preserve a Canadian infrastructure and to reassure the public in general and the workers in this industry in particular.
