In order to ensure that applications for international protection are examined and decisions thereon are taken objectively and impartially, it is necessary that professionals acting in the framework of the procedures provided for in this Directive perform their activities with due respect for the applicable deontological principles.

Member States should examine all applications on the substance, i.e. assess whether the applicant in question qualifies as a refugee Ö for international protection Õ in accordance with Council Directive 2004/83/EC of 29 April 2004 on minimum standards for the qualification and status of third country nationals or stateless persons as refugees or as persons who otherwise need international protection and the content of the protection granted [15] , Directive [./../EC] [the Qualification Directive] except where the present Directive provides otherwise, in particular where it can be reasonably assumed that another country would do the examination or provide sufficient protection.

Calls on the Commission to carry out a comparison between the current pension systems in the European Union and to provide for studies on the operation and impact, in terms of sustainability and security, of funded pension systems, pay-as-you-go pension systems and combined systems; recalls in this respect the recommendation of the high-level group on social protection to examine occupational and fully funded pension schemes in the light of the criteria of a fair balance of risk, equality for women, solidarity and equal distribution of incomes, and in addition analyse the effects of the volatility of financial markets on these systems;
