With the help of the Phare and SAPARD programs of the EU (and WWF International), a trans-national cooperation programme has been established between Poland and Slovakia, in the region of Mount Babia Gora, in the framework of a nature conservation programme to protect the exceptionally rich flora and fauna of the area (more than 100 species of birds, hundreds of bears, wolves and lynxes).

The Agreement lays down the framework for such cooperation, viz.: - 11 - - the objectives: strengthening and diversifying economic links, contributing to the development of the respective economies and standards of living, encouraging scientific and technical progress, supporting structural changes in the Polish economy, etc.; - a preliminary list of sectors: industry, including the petrochemical industry and shipbuilding and ship repairs; agriculture, including the food processing industries and agricultural machinery; mining, energy, transport, tourism and other service industries; telecommunications; environmental protection and management of natural resources; the health sector, including medical equipment; scientific research in certain areas in which both parties are or could be involved; vocational training and management, inter alia in the fields of banking and insurance; standards; statistics; - measures to be adopted to create favourable conditions for economic and industrial cooperation, such as facilitating exchanges of information, fostering a favourable climate for investment (investment promotion and protection agreement between the Member States and Poland), facilitating exchanges and contacts between people and appropriate bodies, organizing seminars, fairs, exhibitions, business weeks.

The European Investment Bank (EIB) is lending EUR 150 million to Europejski Fundusz Leasingowy (EFL) to finance projects in the areas of industry and services, including energy, environmental protection, health and education as well as investments supporting the development of the knowledge economy in Poland.
