However, the mixed success of the EU's stabilization and association process in the Balkans indicates that the prospect of membership, the assistance programs, the monitoring and institutional partnerships, are not enough to convince the political elites of some countries to proceed with democratic reform. Since 2000, neither Serbia, Bosnia, Macedonia, nor Albania have managed to bring about the reforms which will lead to negotiations on membership.
