The overall objective of the Task Force was to provide an overview of the main investment trends and needs; analyse the main barriers and bottlenecks to investment; propose practical solutions to overcome those barriers and bottlenecks; identify strategic investments with EU added value that could be undertaken in the short run; and make recommendations for developing a credible and transparent pipeline for the medium to long term.
Cette task force avait pour objectif global de fournir une vue d’ensemble des principaux besoins et tendances en matière d’investissement, d’analyser les principaux obstacles et freins à l’investissement et de proposer des solutions concrètes pour les surmonter, de recenser les investissements stratégiques présentant une valeur ajoutée pour l’Union qui pourraient être lancés à court terme et de formuler des recommandations pour la mise en place d’une réserve crédible et transparente de projets pour le moyen à long terme.

Article 1 of the proposal empowers the Commission to conclude with the EIB an agreement on the establishment of the "European Fund for Strategic Investments" (EFSI) to support investments in the Union and to ensure increased access to financing for companies having up to 3000 employees, with a particular focus on small and medium enterprises, through the supply of risk bearing capacity to the EIB.
L'article 1er de la proposition habilite la Commission à conclure avec la BEI un accord sur l'établissement d'un «Fonds européen pour les investissements stratégiques» (EFSI), dont la finalité est de soutenir l’investissement dans l’Union et de garantir un meilleur accès aux financements aux entreprises comptant jusqu’à 3 000 salariés, et tout particulièrement aux petites et moyennes entreprises, en fournissant à la BEI une capacité de prise de risques.

6. Expects the Commission to submit a proposal for the next phase of the Europe 2020 Strategy for Growth and Jobs which meets the big challenges and opportunities ahead of us, notably the energy transition, the digital revolution and preparing Europeans for these changes; considers that this strategy should combine the relevant reforms with big investment initiatives, building on the already launched energy union and digital single market and a new initiative for social investment and re-skilling; believes that the strategy should be supported by full use of the European Fund for Strategic Investments and a revised MFF 2014-20; considers that all Member States need to have the conditions to implement this strategy and that the Economic and Monetary Union should be completed to foster convergence in this direction; considers that the EU’s external strategic partnerships should also open new opportunities for this strategy to succeed;
6. attend de la Commission qu'elle présente une proposition concernant la prochaine phase de la stratégie Europe 2020 pour la croissance et l'emploi qui réponde aux grands enjeux et aux grandes opportunités qui nous attendent, notamment la transition énergétique, la révolution numérique et la préparation des Européens à ces changements; estime que cette stratégie devrait combiner les réformes utiles avec de grandes initiatives d'investissement, en s'appuyant sur l'union de l'énergie, déjà lancée, ainsi que sur le marché unique numérique et sur une nouvelle initiative pour l'investissement social et la requalification; estime qu'il y a lieu d'appuyer cette stratégie en recourant pleinement au Fonds européen pour les investissements stratégiques et à un CFP révisé 2014 – 2020; estime que les conditions de mise en œuvre de cette stratégie doivent être en place dans tous les États membres et que l'Union économique et monétaire devrait être achevée pour favoriser la convergence dans cette direction; estime que les partenariats stratégiques extérieurs de l'Union européenne devraient également ouvrir de nouvelles opportunités pour faire aboutir cette stratégie;

Just 50 days after announcing this investment offensive, the Commission adopted the legislative proposal for the new European Fund for Strategic Investments, which should be set up by June 2015 in cooperation with the European Investment Bank (EIB).
Seulement 50 jours après l'annonce de son offensive pour l'investissement, la Commission Juncker a adopté la proposition législative pour la création du nouveau Fonds européen pour les investissements stratégiques (EFSI), qui devrait être mis en place en juin 2015 en coopération avec la Banque européenne d'investissement (BEI).
