Consequently, in terms of promoting a European area in which the Rule of Law and economic progress prevail, I must highlight some of the points referred to by the rapporteur, specifically: the clarification of the status of Kosovo; the clear application of a policy for the return of refugees and an active policy to combat organised crime and corruption; strengthening the Rule of Law, specifically by means of creating an independent judiciary system proper to democratic models; improving the educational system in order to consolidate peace between peoples, promoting the objective knowledge of history, mutual understanding and respect for other nations and their cultures and the promotion of the role of a credible media, independent from all and any political control, which is able to function as a genuine form of opposition.
C’est pourquoi, en termes de promotion d’un espace européen où prévaut l'État de droit et le progrès économique, je me dois d’insister sur certains aspects mentionnés par le rapporteur auxquels je m’associe également, à savoir : la clarification du statut du Kosovo ; l’application claire d’une politique de retour des réfugiés et d’une politique active de lutte contre la criminalité organisée et la corruption ; le renforcement de l’État de droit notamment grâce à l’instauration d’un système judiciaire indépendant, suivant le modèle démocratique ; le renforcement du système d’éducation dans la consolidation de la paix entre les peuples en promouvant une connaissance objective de l’Histoire, la compréhension mutuelle et le respect des autres nations et de leurs cultures ; la promotion du rôle de médias crédibles et indépendants de tout contrôle politique, capables de fonctionner comme un véritable contre-pouvoir.

It is not by limiting individual contributions that we are going to guarantee the integrity of the system of financing political parties. Rather, it is by ensuring that, first of all, the legislation itself contains adequate provisions for ensuring control of all contributions and the accountability of political parties and individual candidates receiving contributions, and for ensuring that they are properly and openly reported and that this process is open to taxpayers, voters, the public and residents of the country.
