The EU Aid Volunteers should work in a coherent and complementarity manner with relevant policies and instruments in order to make the most effective use of these instruments and avoid overlaps, while systematically promoting humanitarian principles and long-term development goals .Synergies of the actions of the EU Aid Volunteers should be sought in particular with the Union Civil Protection Mechanism, the Emergency Response Centre established by Decision XX/XXXX, with the EEAS, the EU Delegations, regional and local actors and international organisations in order to coordinate the Union's response to humanitarian crises in third countries.
(4) L'aide humanitaire de l'Union est fournie dans des situations où d'autres instruments liés à la coopération au développement, à la gestion de crises et à la protection civile entrent en jeu. Considers that the territorial cooperation principles apply also to external borders and are a key tool to improve EU economic development as well as the EU’s overall ENP political goals, including the promotion of democracy; takes the view that these targets can only be achieved with the cooperation of both civil society and regional and local authorities, in order both to find practical ways of meeting citizens’ needs on the ground and to take into account the diversity of territorial situations within the ENP countries while promoting the principles of subsidiarity and multi-level governance; underlines that the Commission should extend its integrated approach in order to clearly support the local and regional authorities as one of the pillars of the ENP and guarantors of the general interest;

It is therefore natural that the Community should promote these principles throughout the world, and above all where they are being flouted, and that it should therefore focus first of all on the chief victims of non-observance of these principles, namely refugees and displaced persons.
