8. Welcomes the entry into force of the regulation on the European Fund for Strategic Investment (EFSI), aimed at boosting private and public investment, through, inter alia, National Promotional Banks in the EU, as a step in the right direction, and calls on all relevant stakeholders and institutions to ensure its swift and effective implementation, so as to facilitate access to financing for enterprises and for SMEs in particular; takes the view that one of the main aims of projects receiving EFSI support should be decent job creation leading to quality employment and achieving social, economic and territorial cohesion; notes the need where possible to encourage social investment with the aim of promoting a positive social impact and reducing inequality by, inter alia, improving public services and supporting the creation of jobs for categories of disadvantaged people; calls on the Member States to closely involve their local and regional authorities in promoting project pipelines and investment platforms; regards it as essential that this plan should succeed, and will therefore monitor its implementation very closely, in particular any move to shift investment expenditure and public debt off Member States’ balance-sheets; emphasises the role Parliament has played in minimising redeployment from Horizon 2020 and the Connecting Europe Facility in the context of EFSI; reiterates its commitment to reducing cuts during the annual budgetary procedure;
8. salue l'entrée en vigueur du règlement sur le Fonds européen pour les investissements stratégiques (FEIS), qui vise à stimuler l'investissement public et privé dans l'Union notamment par l'intermédiaire des banques de développement nationales, estimant qu'il s'agit d'un pas dans la bonne direction, et invite toutes les parties et institutions concernées à assurer, de manière rapide et efficace, sa mise en œuvre afin de faciliter l'accès au financement des entreprises et des PME, en particulier; est d'avis que l'un des objectifs principaux des projets bénéficiant d'un soutien du FEIS doit être la création d'emplois décents garantissant la qualité de l'emploi ainsi que la cohésion sociale, économique et territoriale; relève l'importance, lorsque c'est possible, de promouvoir l'investissement social dans le but de favoriser des retombées sociales positives et de réduire les inégalités, notamment en améliorant les services publics et en soutenant la création d'emplois pour les catégories de personnes vulnérables; invite les États membres à associer étroitement leurs autorités locales et régionales à la promotion de filières de projets et de plateformes d'investissement; estime primordiale la réussite de ce plan d'investissement et s'attèlera, par conséquent, à suivre sa mise en œuvre avec la plus grande vigilance, notamment toute déconsolidation de la dépense d'investissement ainsi que des dettes publiques des États membres; souligne le rôle joué par le Parlement pour minimiser le redéploiement depuis Horizon 2020 et le mécanisme pour l'interconnexion de l'Europe dans le cadre du FEIS; rappelle son engagement à réduire les coupes budgétaires au cours de la procédure budgétaire annuelle;

The review should also consider whether up to 50 million unallocated allowances should be used to supplement existing resources to promote projects referred to in Article 10a(8) of that Directive and low-carbon industrial innovation projects, with projects in all Member States including small-scale projects, before 2021.

Believes that there is an urgent need to promote projects for sustainable and inclusive socio-economic development and integration in the Maghreb in order to facilitate the circulation of goods, services, capital and persons; recalls that the conflict in Western Sahara is a major obstacle to the integration of the region; calls on Algeria and Morocco to create an active partnership capable of meeting the regional challenges, including the Western Sahara conflict; welcomes, in this context, the adoption of the Joint Communication of December 2012 from the High Representative and the Commission setting out proposals to support the five countries of the Maghreb in their efforts towards closer cooperation and deeper regional integration; welcomes the fact that the Union has assumed the Northern co-presidency of the Union for the Mediterranean, and expects it to promote policy coherence, overall coordination and effectiveness, with particular reference to projects which receive financing;
62. estime qu'il faut de toute urgence favoriser les projets de développement socio-économique durable et bénéfique pour tous et les projets d'intégration au Maghreb, afin de faciliter la circulation des biens, des services, des capitaux et des personnes; rappelle que le conflit au Sahara occidental constitue un obstacle majeur à l'intégration de la région; demande à l'Algérie et au Maroc de créer un partenariat actif capable de relever les défis régionaux, notamment pour ce qui est du conflit au Sahara occidental; se félicite, dans ce contexte, de l'adoption de la communication conjointe publiée en décembre 2012 par la haute représentante et la Commission européenne, qui présente des propositions pour soutenir les cinq pays du Maghreb dans leurs efforts en faveur d'une coopération plus étroite et d'une intégration régionale accrue; se félicite que l'Union ait assumé la coprésidence nord de l'Union pour la Méditerranée, et espère qu'elle pourra promouvoir la cohérence, la coordination globale et l'efficacité des politiques, notamment en ce qui concerne les projets bénéficiant d'un financement;

56. Believes that the European framework programmes for research, competitiveness and innovation can provide an important contribution to the standard-setting process by devoting a chapter to standardisation; considers that such a measure would increase understanding of the benefits of standards and help to promote a systematic approach further upstream between research, innovation and standardisation; calls on the Commission to include ‘relevance to standardisation’ amongst the evaluation criteria of EU-funded RD projects, to promote projects related to standardisation, and raise awareness about those projects via innovative means;
56. est convaincu que les programmes-cadres européens en faveur de la recherche, de la compétitivité et de l'innovation peuvent contribuer de façon notable au processus de normalisation en consacrant un chapitre à ce sujet; estime qu'une telle mesure œuvrerait en faveur d'une meilleure compréhension des avantages de la normalisation et contribuerait à promouvoir une approche systématique en amont entre recherche, innovation et normalisation; invite la Commission à inclure la «pertinence pour la normalisation» dans les critères d'évaluation des projets de RD financés par l'Union européenne, à promouvoir les projets liés à la normalisation et à mener des actions de sensibilisation sur ces projets par des moyens innovateurs;
