Stresses that trade has an important role to play in ensuring that renewable energy is produced and financed sustainably; recalls that imported bioenergy and agrofuels should comply with EU sustainability criteria and that the latter need to be clearly defined; to this end, encourages the Commission to introduce indirect land use as an additional criterion; recommends that trade agreements should contain provisions to address the issues of deforestation and forest degradation and should incentivise the sound management of land and water resources; encourages the Commission to continue negotiating voluntary partnership agreements (VPAs) with the relevant third countries to prohibit illegal logging;

Among the amendments that have been tabled, I should like to highlight the following amendments for their importance to the economy as distinct from what I feel should be subject to a formal framework decision: greater harmonisation of the conditions of access to biometric databases, ensuring that such access is limited to investigations, and, in the case of fingerprint data, to the prevention of serious criminal offences; clear definition of rules applying to joint operations; establishment of strict necessity criteria so that the transmission of personal data is legitimate, especially when it comes to the most delicate situations, major events and preventing terrorist attacks; extending the scope of the chapter on data protection to all forms of processing data, ensuring compliance with all recommendations put forward by the European data protection supervisor; implementation of a maximum period for keeping personal data; establishment of specific safeguards prohibiting the processing of sensitive data that may be used for the purpose of ethnic profiling; strengthening Parliament’s role in following up the proposal for a decision, in particular when implementation and assessment measures are adopted; and lastly, clarification of the relationship between this proposal for a decision and the proposal for a framework decision on data protection under the third pillar, the latter always being a general regulatory framework in the matter, in any situation.

1. Without prejudice to the provisions of Article 6, if a contagious animal disease which might endanger the health of the livestock of one of the Member States breaks out or spreads in a non-member country or if any other reason connected with veterinary inspection justifies it, the Member State concerned shall prohibit the importation of animals of the species which are the object of this Directive whether imported directly or indirectly through another Member State, either from the whole of the non-member country or from part of the territory of the latter.

Without prejudice to the provisions of Article 14, if in a non-member country included on the list drawn up in accordance with Article 3 (1) a contagious animal disease breaks out or spreads which can be carried by fresh meat and endanger public health or the health of the livestock in one of the Member States, or if any other reason connected with veterinary inspection justifies it, the Member State concerned shall prohibit the importation of that meat whether imported directly or indirectly through another Member State, either from the whole of the non-member country or from part of the territory of the latter.

(ii) in cases of swine fever, foot-and-mouth disease or contagious swine paralysis : if all the animals of species susceptible to the infection have been slaughtered and the premises disinfected, a protective area with a radius of 2 km shall be established around the holding for a period of fifteen days ; if all the animals of species susceptible to the infection have not been slaughtered, a protective area with a radius of 2 km shall be established around the holding and maintained for as long as the latter is subject to prohibition measures.
