Following the Swiss Parliament's adoption of the Federal Act on Foreign Nationals on 16 December 2016 and the meeting of the EU-Switzerland Joint Committee on 22 December, the Commission welcomes the progress in the bilateral relations between the European Union and Switzerland in several areas.
Suite au vote du Parlement suisse concernant la loi fédérale sur les étrangers du 16 décembre 2016 et suite à la réunion du comité conjoint UE-Suisse du 22 décembre, la Commission salue les progrès des relations bilatérales entre l'Union européenne et la Suisse dans plusieurs domaines.

2. Welcomes the outcome of the 17th EU-China Summit of 29 June 2015 lifting bilateral relations to a new level and sending out a signal for closer political cooperation going beyond mere trade relations and towards a coordinated strategic approach to tackling common global challenges and threats; notes that both sides fully recognised the progress achieved in the implementation of the EU-China 2020 Strategic Agenda for Cooperation, and that a bilateral review mechanism at the level of officials will be established to monitor follow-up; welcomes the fact that both sides agreed at the Summit on a set of priorities to reinforce their bilateral cooperation and enhance the global dimension of their strategic partnership;
2. salue le bilan du 17 sommet UE-Chine organisé le 29 juin 2015, qui a élevé les relations bilatérales à un niveau inédit et qui a inauguré une nouvelle ère de coopération politique plus étroite, allant au-delà des simples relations commerciales et favorisant une action coordonnée face aux défis mondiaux; note que les deux parties ont pleinement reconnu les progrès accomplis dans la mise en œuvre de l'agenda stratégique de coopération UE-Chine 2020 et qu'un mécanisme d'examen bilatéral au niveau des autorités sera créé pour suivre les actions menées; se félicite du fait que, lors du sommet, les deux parties aient convenu d'un ensemble de priorités pour renforcer leur coopération bilatérale et accroître la dimension mondiale de leur partenariat stratégique;

Underlines the importance of complementing the EU's bilateral relations with EaP countries with a multilateral dimension by increasing the number of activities and initiatives included in the thematic platforms, paying particular attention to strengthening cross-border projects, stepping up people-to-people programmes, developing incentives for regional cooperation and further enhancing the active dialogue with civil society in order to promote the necessary establishment of open non-governmental institutions and strengthen social cohesion; notes, however, that the bilateral dimension remains prominent, and calls for a clearer and more rigorous differentiation and conditionality, where ambition and commitments are followed by implementation and real progress is followed by concrete steps towards a European perspective; firmly believes that the intensification of ties with the best-performing partners will have a positive effect on the others and could enhance multilateral cooperation;
16. souligne qu'il importe de compléter les relations bilatérales de l'Union européenne avec les pays du partenariat oriental par une dimension multilatérale en augmentant le nombre des activités et des initiatives menées dans les plateformes thématiques, en portant une attention particulière au renforcement des projets transfrontaliers, au développement des programmes de rapprochement des personnes (people-to-people ), à la mise en place d'incitations à la coopération régionale et au renforcement du dialogue actif avec la société civile, afin de favoriser la mise en place, indispensable, d'organisations non gouvernementales ouvertes et de renforcer la cohésion sociale; observe cependant que le volet bilatéral reste prépondérant et réclame une différenciation et une conditionnalité plus claires et plus strictes, pour que les ambitions et les engagements se traduisent dans les faits et que les progrès véritablement effectués soient suivis d'avancées concrètes dans la perspective européenne; est fermement convaincu que l'intensification des liens avec les partenaires les plus performants aura un impact positif sur les autres et qu'elle est susceptible d'améliorer la coopération multilatérale;

5. The Commission shall submit an annual report to the Council, commencing in the second half of the first year following the entry into force of this Directive, on progress made in multilateral or bilateral negotiations regarding access for Community undertakings to the markets of third countries in the fields covered by this Directive, on any result which such negotiations may have achieved, and on the implementation in practice of all the agreements which have been concluded.
5. La Commission fait un rapport annuel au Conseil, pour la première fois au cours du second semestre de la première année après l'entrée en vigueur de la présente directive, sur les progrès réalisés dans les négociations multilatérales ou bilatérales concernant l'accès des entreprises de la Communauté aux marchés des pays tiers dans les domaines couverts par la présente directive, sur tout résultat que ces négociations ont permis d'atteindre, ainsi que sur l'application effective de tous les accords qui ont été conclus.

This new move follows on from the step taken at the Helsinki European Council last December, when it was decided that Malta had made sufficient progress to warrant opening bilateral conferences in February 2000, i.e. by the end of this month, in order to commence negotiations on the conditions of accession to the Union and the adjustments required.
C’est un nouveau pas qui se situe dans la foulée de celui accompli en décembre dernier lors du Conseil européen d’Helsinki. Ainsi, il y a été décidé, au vu des progrès réalisés par Malte, d’ouvrir des conférences bilatérales dès février 2000, c’est-à-dire avant la fin de ce mois, afin d’engager des négociations sur les conditions d’adhésion à l’Union et sur les ajustements qui s’imposent.

The Presidency intended to press ahead with this matter with a view to achieving progress and, following fresh bilateral talks, submitting appropriate suggestions to the Council which would enable it to reach agreement in the coming months.
La Présidence a indiqué son intention de poursuivre ses efforts en la matière en vue de progresser, et de présenter, après de nouveaux contacts bilatéraux, les suggestions appropriées au Conseil, lui permettant de réaliser l'accord sur ce dossier dans les mois à venir.
