1. This Regulation shall not affect the continuation or modification, including the total or partial cancellation, of the projects and annual programmes concerned, until their closure, or of the financial assistance approved by the Commission on the basis of Decisions No 573/2007/EC, No 575/2007/EC and 2007/435/EC or any other legislation applying to that assistance on 31 December 2013.

5. When one or more competent authorities are common to more than one national programme, the appropriations for the technical assistance expenditure on each of the programmes concerned may be merged, either partly or entirely.

3. By way of derogation from Article 70(1) and (2), technical assistance operations may be implemented outside the programme area, but within the Union, provided that the operations are for the benefit of the operational programme, or, in the case of a technical assistance operational programme, for the other programmes concerned.

The Commission shall adopt the programmes concerning assistance to be provided under Article 12 of this Regulation, in accordance with the procedure laid down in Articles 4 and 7 of Decision 1999/468/EC.

14. Calls on the Commission to follow the example of the call for proposals under the Socrates programme by specifying that support will be provided for in all appropriate programmes and calls for proposals to enable people with disabilities to participate in them; calls furthermore on the Commission to ensure that specific financial support for the provision of information concerning the integration of disabled people within the education system is provided on a permanent basis under the Socrates programme to assist the work of the European Agency for Development in Special Needs Education;
14. demande à la Commission de suivre l'exemple de l'appel à propositions pour le programme Socrates en spécifiant que des aides financières seront prévues dans tous les programmes et appels à propositions appropriés pour y permettre la participation de personnes handicapées; demande aussi à la Commission qu'un soutien financier spécifique et continu pour l'information sur l'intégration des personnes handicapées dans l'éducation soit assuré dans le programme Socrates pour les travaux de l'Agence européenne pour le développement de l'éducation pour les élèves à besoins spécifiques;
