Based on the reasonable success of both programmes, the Commission suggests for the remaining period until end 2013 a continuation of the programmes without modifying the current legal bases, whilst addressing the concerns identified in the evaluation report and improving the grant approval procedure and evaluation process to enhance budget consumption of the two programmes and stimulate the submission of high quality projects.
Compte tenu du succès raisonnable des deux programmes, la Commission propose leur poursuite jusqu’à la fin de la période restante, c'est-à-dire jusqu'à la fin de 2013, sans modifier les bases juridiques actuelles, tout en tenant compte des préoccupations identifiées dans le rapport d'évaluation et en améliorant la procédure d'approbation des subventions et le processus d'évaluation afin de garantir une meilleure utilisation du budget des deux programmes et d’encourager la présentation de projets de qualité.

Post-programme surveillance: after all the tranches of financial assistance have been disbursed, the eurozone country concerned remains under post-programme surveillance (until at least 75 % of the financial assistance has been repaid).

27. Points out that any cross-border information exchange system will only work if customs administrations are well-equipped and customs officials well trained; welcomes therefore the extension of the Community action programme for customs until 2013; calls on the Council to speed up the legislative procedure to extend the Fiscalis programme concerning the improvement of the operation of taxation systems in the internal market to 2013; points out that particular attention should be paid to the participation in these programmes of candidate, neighbouring and other third countries, not least in view of addressing the problem of tax havens;
27. souligne que, pour être opérationnel, un système d'échange d'informations transfrontalier nécessite des administrations douanières bien équipées et des fonctionnaires des douanes bien formés; se félicite par conséquent de l'extension du programme d'action communautaire pour la douane jusqu'en 2013; invite le Conseil à accélérer la procédure législative destinée à étendre le programme Fiscalis relatif à l'amélioration du fonctionnement des régimes fiscaux dans le marché intérieur jusqu'en 2013; relève qu'une attention particulière devrait être accordée à la participation de pays candidats, voisins et d'autres pays tiers, à ces programmes, en particulier afin de s'attaquer au problème des paradis fiscaux;

The resources from the Funds released in this way may be reused by the Member State until 31 December 2015 for the operational programme concerned in accordance with the provisions referred to in paragraph 3.
