IN-CONTEXT TRANSLATIONS

The total amount proposed to the TEN-T Financial Committees to be programmed in the framework of the 2001-2006 MIP, EUR 2781 million, was the result of the assessment of the bids submitted, and represented about two thirds of the total amount available during the period, expressing the Committee's interest in leaving sufficient margin for annual budget allocations outside the MIP, as well as for the inclusion of new transport priorities in the context of the revision of the programme scheduled for 2003.
Le montant total proposé aux comités compétents en matière de financement du RTE-T dans le cadre du PPI pour la période 2001-2006, à savoir 2 781 millions d'euros, était le résultat de l'évaluation des offres soumises, et représentait environ deux tiers du montant total disponible pour la période concernée, ce qui reflète la volonté du comité de conserver une marge suffisante pour des dotations budgétaires annuelles hors PPI, de même que pour l'inclusion de nouvelles priorités de transport dans le contexte de la révision du programme, prévue pour 2003.

2. Understands, in this regard, the Commission’s proposal to scale down programmes that are not implemented in a satisfactory way, but is concerned about the lack of explanation for the significant scaling down of certain programmes and about the proposal to increase, as compared to the financial programming, the margin under heading 4 in order to facilitate the upcoming budgetary conciliation, which could lead to amending budgets during the budgetary year and which cannot be considered as sound budgetary practise; takes the view that, for the sake of budgetary discipline and sound financial management, all parties involved must acknowledge the real financial needs of the Union’s external action, and reiterates its concerns in that regard, as expressed in point 17 of its resolution on general guidelines for the 2013 budget; recalls the need for more coordination, coherence, transparency and visibility in the financing of external actions by the EU and its Member States in order to avoid overlaps;
2. comprend, dans ce contexte, la proposition de la Commission visant à réduire les programmes dont l'exécution n'est pas satisfaisante mais s'interroge tant sur l'absence de justification accompagnant la réduction sensible de certains programmes que sur la proposition d'augmenter, par rapport à la programmation financière, la marge prévue pour la rubrique 4 dans l'optique de faciliter la future conciliation sur le budget, démarche qui pourrait déboucher sur des budgets rectificatifs durant l'exercice budgétaire et qu'il est donc impossible d'assimiler à une pratique budgétaire saine; estime, que dans un esprit de discipline budgétaire et de saine gestion financière, l'ensemble des parties concernées doit prendre acte des besoins financiers réels découlant de l'action extérieure de l'Union et fait une nouvelle fois part de ses préoccupations en la matière, comme il l'a exprimé au paragraphe 17 de sa résolution sur les orientations générales du budget 2013; rappelle que le financement des actions extérieures par l'Union et ses États membres passe par une plus meilleure coordination, une plus grande cohérence, une transparence accrue et une meilleure visibilité, afin éviter les chevauchement d'activités;

Recalls its position that, given the wide array of tasks, challenges and objectives that the CAP is called on to respond to, the amounts allocated to the CAP in the budget year 2013 should be at least maintained during the next financial programming period; believes that the new CAP should aim at a more effective and efficient allocation of its budget, inter alia via a fair distribution of direct payments and rural development allocations between Member States, regions and farmers, in order to reduce the existing gap; stresses, in this context, the important role played by the second pillar of the CAP, which makes a significant contribution to investment and job creation in rural areas, to enhancing the effectiveness and competitiveness of the farming industry, particularly in the light of the new challenges referred to in the Europe 2020 strategy, as well as to managing environment and preserving biodiversity;
rappelle sa position selon laquelle, vu la multitude des tâches et des objectifs auxquels la PAC est appelée à répondre, les sommes allouées à la PAC au titre du budget de 2013 devraient au moins être maintenues au même niveau au cours de la prochaine période de programmation financière; estime que la nouvelle PAC devrait avoir pour souci d'affecter plus efficacement et rationnellement son budget, notamment par une répartition équitable des paiements directs et des crédits prévus pour le développement rural entre les États membres, les régions et les agriculteurs, afin de réduire les écarts actuels; souligne, à cet égard, l'importance du rôle joué par le deuxième pilier de la PAC, qui contribue dans une large mesure à l'investissement et à la création d'emploi dans les régions rurales et à accroître l'efficacité et la compétitivité du secteur agricole, notamment au vu des nouveaux défis mentionnés dans la stratégie Europe 2020, et présente une grande utilité pour la gestion de l'environnement et la préservation de la biodiversité;

Recalls that, in its resolution of 8 July 2010 on the future of the Common Agricultural Policy after 2013, it insisted that the amounts allocated to the CAP in the budget year 2013 should be at least maintained during the next financial programming period;
rappelle que dans sa résolution du 8 juillet 2010 sur l'avenir de la politique agricole commune après 2013, il a insisté pour que les montants alloués à la PAC dans le budget 2013 soient à tout le moins maintenus au cours de la prochaine période de programmation financière;

Regarding the 10 new Member States, five have included this measure in their 2004-2006 rural development programmes and it represents 2% of the total programmed budget during the period 2004-2006.

Lessons from this programme relate to the need to include budget support as a possible implementation modality and for the need for appropriate stakeholder consultation during programming and implementation.

As from budget year 2011, an amount of EUR 484 million representing 50 percent of the three-year average total aid amount in the years 2000, 2001 and 2002 for the subsidised tobacco shall be available as additional Community support for measures in tobacco producing regions under rural development programming financed under the EAGGF "Guarantee" Section according to Regulation (EC) No 1257/1999, for those Member States in which the tobacco producers received aid in accordance with Regulation (EC) No 2075/92 during the years 2000,2001 and 2002.
