IN-CONTEXT TRANSLATIONS

The objectives of the programme, namely support to civil society associations, the fight against racism, xenophobia and anti-Semitism, the protection of fundamental rights and the protection of the Rights of the Citizen, through an interfaith and multicultural dialogue cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale or impact of the programme, be better achieved at Community level. The Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

Nonetheless, the Union is very concerned about the delay experienced in final endorsement of the Durban texts by the United Nations’ General Assembly. This delay could hamper the implementation of the action programme against racism in the world. The European Union has therefore requested the United Nations’ Secretary-General to arbitrate on the matter.
Très préoccupée cependant par le retard ainsi enregistré dans l'endossement final des textes de Durban par l'Assemblée générale des Nations Unies, et les implications de ce retard dans la mise en œuvre du programme d'action contre le racisme dans le monde, l'UE a fait appel à l'arbitrage du Secrétaire général des Nations Unies, en espérant que son intervention facilitera le règlement de cette affaire.

(EN) As the Honourable Member rightly points out, the Programme of Action adopted at the United Nations (UN) World Conference Against Racism includes a recommendation that States should establish and implement national action plans to fight against racism, racial discrimination, xenophobia and intolerance.
Comme le souligne à juste titre l'honorable parlementaire, le programme d'action adopté lors de la Conférence mondiale des Nations unies (NU) contre le racisme recommande notamment aux États d'élaborer et de mettre en œuvre des plans d'action nationaux visant à lutter contre le racisme, la discrimination raciale, la xénophobie et l'intolérance.

One of the key recommendations at the third UN World Conference Against Racism held in Durban, South Africa, in September 2001 and of the Commission's contribution to those discussions was that states should develop, in consultation with non-governmental organisations, national action plans to mainstream the fight against racism into all relevant policies and programmes.

This process has intensified over the last decade and the fight against racism has occupied an ever more important place in the programme of the European Institutions, through numerous resolutions of the European Parliament, as well as the Commission Communication on racism, xenophobia and anti-Semitism (COM(95) 653 final of 13 December 1995) and the European Year Against Racism in 1997.

In order to prepare the candidate countries for EU membership, it is also possible to involve them in Community programmes, agencies and activities such as the action plan against racism, the European Monitoring Centre on Racism and Xenophobia, implementation of the Amsterdam Treaty provisions on non-discrimination, and programmes for education, vocational training, youth and the strengthening of civil society (social partners and NGOs).

In its conclusions, the Council stresses that the World Conference might represent a mobilising factor in the fight against racism. To achieve satisfactory results, it is essential for the Action Programme and the Declaration to be forward-looking and oriented towards action. It also emphasises that racism and racial discrimination must be fought by all legal means and it refers to the European Union's many efforts mentioned in the above communication.
Afin d'obtenir des résultats satisfaisants, le Conseil estime indispensable que le Programme d'Action et la Déclaration la Conférence mondiale se focalisent sur l'avenir et sur des mesures de mise en œuvre de la lutte. De plus, il souligne que le racisme et la discrimination raciale doivent être combattus par tous les moyens légaux et il rappelle les efforts multiples de l'Union mentionnés dans la Communication ci-dessus.
