Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. In order to implement the international agreements providing for the reduction or phasing out of import duties on processed agricultural products on the basis of specific agricultural products used or considered to have been used in the manufacturing of the processed agricultural products, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the establishment of a list of those agricultural products which are to be considered to have been used in the manufacture of the processed agricultural products, the establishment of the equivalent quantities and the rules for the conversion of other agricultural products to equivalent quantities of the specific agricultural products considered to have been used, the elements necessary for the calculation of the reduced agricultural component and the reduced additional duties and the methods of that calculation, and the negligible amounts for which the reduced agricultural components and the additional duties on sugar and flour are to be fixed at zero.

In other words, such aid may not under any circumstances constitute aid for exports; - the aid will have to be objectively quantifiable beforehand on the basis of a ratio "aid per kilometre travelled" or on the basis of a ratio "aid per kilometre travelled" and "aid per unit of weight", and will have to form the subject-matter of an annual report drawn up on the basis of such ratio(s); - estimates of the extra cost will have to be based on the cheapest means of transport and the most direct route between the place of production/processing and the commercial outlets; - aid may be granted only to businesses located in an area eligible for regional aid on the strength of the new criterion of low population density; - the products of firms for which there is no possible alternative location (products of the extractive industries, hydroelectric power stations, etc.) will not be eligible for transport aid. - any transport aid granted to firms in sectors considered sensitive by the Commission (motor vehicles, textiles, synthetic fibres, shipbuilding, ECSC sectors and steel falling outside the scope of the ECSC Treaty) will be subject to the requirement of prior notification and to the sectoral guidelines applicable; - agricultural products falling within Annex II of the EC Treaty are not covered by the present provisions and will form the subject-matter of an appropriate proposal in due course.

MAJOR STRUCTURAL CHANGES HAVE TAKEN PLACE Industry responses to the problems of increased world competition, fluctuating energy costs, reductions in subsidies and other forms of intervention by public bodies, and the technological changes taking place can be grouped as follows: - many sectors undertook major rationalization investment, resulting in higher productivity, a reduction in the workforce and a reduction in the consumption of other inputs, such as energy and material - greater flexibility of costs was sought by many industries by moving to multipurpose production equipment (e.g. the cement industry which is now able to switch between primary energy sources depending on their relative prices) - externalization of a number of activities previously done in-house (cleaning, accounting), also in order to obtain more cost flexibility - 3 - - a clear tendency towards increased industrial cooperation is appearing with increasing numbers of joint ventures and of mergers and acquisitions, with a view of getting access to new markets or to improve their competitive position (e.g. the food sector) or in order to save costs by capitalizing on synergies in the production process (automobile, aerospace) - companies decided to make a shift or a change of their product range: either a reduced number of products (chemicals, textiles and clothing) or, on the contrary, a wider product range with a view to reducing the cyclical nature of their business (jewelry, household appliances, pulp and paper) Among the factors most referred to by industry as having induced a re- orientation of corporate strategies figure the changing competitive environment: the globalisation of trade (particularly the emergence of new competitors from the Far East) and the creation of the Single Market.
