The Regulation is a response to the rulings of the Court of Justice (SLOM III) and is intended to ensure that those producers who took over all or part of the farms of producers who had subscribed to the programme for the non-marketing or conversion of milk against the payment of a premium (the 1977 Regulation), when they had already obtained quotas for other farms, are not excluded from the allocation of special reference quantities.
