Under political criteria the programme provides assistance to the following projects: municipal support programme, support to refugees and internally displaced persons, improvement of the efficiency and transparency of the judicial system and of the penalty system, police reform, support to the establishment of the Ombudsman and the public procurement office as well as support to civil society.
Au titre des critères politiques, le programme offre une assistance aux projets suivants: programme de soutien municipal, aide aux réfugiés et aux personnes déplacées à l’intérieur du pays, amélioration de l’efficacité et de la transparence du système judiciaire et du régime de sanctions, réforme de la police, aide à la mise en place du médiateur et de l’office de passation des marchés publics, et aide à la société civile.

(2) If, for reasons beyond the control of the complainant, the complainant is not able to file a complaint with the Procurement Ombudsman within the period set out in paragraph (1)(a) or (b), as the case may be, the Procurement Ombudsman may, at the request of the complainant, extend those periods to a maximum of 90 working days.

To examine further the process of establishing these new positions the Committee on 12 February 2008, heard from Mr. William R. Young, Parliamentary Librarian, Library of Parliament on the progress towards establishing the position of the Parliamentary Budget Officer and from Mr. Shahid Minto, the Procurement Ombudsman Designate, Office of the Procurement Ombudsman of Canada.

Mr. Shahid Minto, the Procurement Ombudsman Designate explained that following a nationally advertised selection process, he was appointed in September 2007, through an order-in-council, to the position of Procurement Ombudsman Designate.
