The applicant is required to notify the Tribunal at the earliest possible opportunity of any change in his financial situation which might justify the application of Article 114 of the Rules of Procedure, according to which, if the circumstances which led to the grant of legal aid should alter during the proceedings, the President may at any time, of his own motion or on application, withdraw legal aid, having heard the person concerned.

I would like to end, Mr President, with a question to the President-in-Office of the Council of Foreign Ministers: If Turkey cannot give assurances for Öçalan"s life and if Turkey does not take steps to ensure the political rights of the Kurds, then does the Finnish Presidency believe that Turkey should proceed to the preaccession stage in Helsinki? I would like an answer from the Minister.
Et je termine, Monsieur le Président, sur une question à M. la présidente en exercice du Conseil «affaires étrangères» de l'Union européenne: si la Turquie ne se porte pas garante de la vie d'Öcalan, si la Turquie ne prend aucune mesure en faveur des droits politiques des Kurdes, la présidence finlandaise pense-t-elle que, à Helsinki, nous devrons l'admettre à un régime de préadhésion? Je voudrais que Mme le ministre me réponde.

If the applicant informs the Court in writing or at the hearing that he wishes to discontinue the proceedings, the President shall order the case to be removed from the register and shall give a decision as to costs in accordance with Article 141.
