Some concerns have been based on the misunderstanding regarding the limits of the legislation and the unreasonable expectations about what the legislation could actually accomplish, and once again, people have the impression that somehow we will pass a law and the problem will be solved.

In this context, the Commission would like to dispel misunderstandings that may have arisen concerning the Forum's mandate to "identify possible non-legislative improvements to .practical problems".
