The fact that 2001 was by far the record year for signatures for Essen priority projects, whilst requiring fewer new loan approvals, probably indicates a certain maturity of the set of projects that are under construction and, for the others, a lack of progress in the implementation process, with, for some of them, considerable delays.

Whilst most of the Pan-European Corridors I, IV, V, VI and VII are now in the territory of the EU and thus part of a priority project of the trans-European transport networks, the remaining Corridors are covered by the proposed five axes as follows:

This initiative, which forms part of the broader programme of actions undertaken by the Commission in the framework of financial engineering, aims to encourage private operators to set up investment mechanisms to meet the financial requirements of the promoters of transnational high technology projects whilst giving priority to the SME's taking part in those projects.
Cette initiative qui fait partie du programme d'action plus vaste lancé par la Commission dans le cadre de l'ingénierie financière vise à encourager les opérateurs économiques privés à instaurer un mécanisme d'investissement permettant de faire face aux besoins financiers des promoteurs de projets transnationaux de technologie avancée et, pour ce faire, d'accorder la priorité aux PME concernées par ces projets.
