Notes with regret that the 9th round of the high-level Belgrade-Pristina Dialogue ended without a comprehensive agreement on the scope of authority of the community of Serbian municipalities; calls on both parties to continue and intensify talks in order to find a mutually acceptable and sustainable solution to all outstanding issues as soon as possible; underlines the fact that normalisation of relations is in the best interest of Serbia and Kosovo and is a key step to unblocking the European integration process; calls for full implementation of the agreements reached so far by both parties; welcomes the meetings between the
Serbian and Kosovo Prime Ministers ...[+++], Ivica Dačić and Hashim Thaçi, as crucial steps towards a genuine reconciliation between Serbians and Kosovars and normalisation of relations between Serbia and Kosovo; commends the proactive role and leadership of High Representative / Vice-President Catherine Ashton in facilitating the dialogue between Serbia and Kosovo; looks forward to progress in other areas, such as telecommunications and energy, and urges both sides to actively engage in efforts to resolve t
he issue of missing persons; welcomes the instruction of the Serbian government on the implementation of the agreement on inclusive regional cooperati
on, the decision to appoint a liaison officer to each of the Pristina and Belgrade EU offices, as well as the signature of the IBM agreement and the first steps of its implementation; calls on Belgrade to continue to cooperate closely with EULEX in the rule of law area, and to step up the joint efforts in the fight against organised crime; encourages Serbia to cooperate fully with and assist the EULEX Special Investigative Task Force (SITF) in its work;
