Is seriously concerned that hundreds of thousands of refugees and IDPs who fled their homes during or in connection with the Nagorno-Karabakh war remain displaced and denied their rights, including the right to return, property rights and the right to personal security; calls on all parties to unambiguously and unconditionally recognise these rights, the need for their prompt realisation and for a prompt solution to this problem that respects the principles of international law; demands, in this regard, the withdrawal of Armenian forces from all occupied territories of Azerbaijan, accompanied by deployment of international forces to be organised with respect of the UN Charter in order to provide the necessary security guarantees in a period of transition, which will ensure the security of the population of Nagorno-Karabakh and allow the displaced persons to return to their homes and further conflicts caused by homelessness to be prevented; calls on the Armenian and Azerbaijani authorities and leaders of relevant communities to demonstrate their commitment to the creation of peaceful inter-ethnic relations through practical preparations for the return of displaced persons; considers that the situation of the IDPs and refugees should be dealt with according to international standards, including with regard to the recent PACE Recommendation 1877(2009), ‘Europe's forgotten people: protecting the human rights of long-term displaced persons’;

The International Convention on the Prevention and Punishment of the Crime of Genocide passed by the United Nations General Assembly in 1948 stated that acts committed with intent to destroy in whole or in part a national, ethnic, racial or religious group as such constitute genocide. The legal scholar who coined the term genocide, Rafael Lemkin, said that it applied to what the Turks did to the Armenians and the Germans did to the Jews.

I am currently circulating a petition on the issue which I intend to table in the near future, a petition that calls upon parliament to, first, officially acknowledge the Armenian genocide; second, condemn all attempts to negate the genocide in accordance with the United Nations convention for the prevention and repression of genocide; third, to designate April 24 as the day of annual commemoration of the Armenian genocide; fourth, to press the government of Turkey to acknowledge and recognize the genocide; and, fifth, to help develop understanding, heal wounds and move forward the process of reconciliation among all Canadians about this tragedy in accordance with the Canadian tradition of promoting human rights, peace and the rule of law in international affairs (1830) This year commemorates the 1,700th anniversary of the Armenian church.

WHEREAS the historical record clearly demonstrates that the events occurring between 1915 and 1918 that resulted in the massacre and exile of the Armenian population of Eastern Anatolia and Cilicia constitutes a genocide as defined by international customary law and by the United Nations Convention on the Prevention and Punishment of Genocide of December 11th, 1948;
