If it's to meet the Canadian proposal of 1995 under Monsieur Ouellet at the General Assembly, where we proposed the rapid reaction capability at that time, in which we would send in troops in the crisis, and capabilities, both diplomatic and NGO, for three months or so, situate the scenario there and then let the normal rotation of troops go, if that's what it is, then we're simply being consistent with what we've preached around the world as an instrument to avoid crises going beyond control, or trying to bring them back under control.
