2. In line with the investment guidelines laid down in Annex II, the Steering Board shall adjust the project mix as regards sectors and countries, on the basis of an ongoing monitoring of the developments of market conditions in the Member States and of the investment environment to help overcome market failures and sub-optimal investment situations including problems resulting from financial fragmentation.

1. For the purposes of this Regulation, ‘additionality’ means the support by the EFSI of operations which address market failures or sub-optimal investment situations and which could not have been carried out in the period during which the EU guarantee can be used, or not to the same extent, by the EIB, the EIF or under existing Union financial instruments without EFSI support.

Aux fins du présent règlement, on entend par "additionnalité" le soutien apporté par l’EFSI aux opérations qui remédient aux défaillances du marché ou à des situations d’investissement sous-optimales et qui n’auraient pas pu être menées dans la période pendant laquelle il est possible de recourir à la garantie de l’Union, ou selon la même ampleur, par la BEI, le FEI ou les instruments financiers de l’Union existants sans le soutien de l’EFSI.

The EFSI should ensure additionality by helping to address market failures or sub-optimal investment situations and supporting operations which could not have been carried out in the period during which the guarantee established pursuant to this Regulation (EU guarantee) can be used, or not to the same extent, by the EIB, the EIF or under existing Union financial instruments without EFSI support.
L’EFSI devrait contribuer à l’additionnalité en permettant de remédier aux défaillances du marché ou à des situations d’investissement non optimales et à des mesures d’accompagnement qui n’auraient pas pu être menées dans la limite de la période pendant laquelle il est possible de recourir à la garantie établie en application du présent règlement (ci-après dénommée "garantie de l’Union"), ou selon une ampleur différente, par la BEI, le FEI ou les instruments financiers de l’Union existants sans le soutien de l’EFSI.

(21) In order to ensure uniform conditions for the implementation of this Decision, implementing powers should be conferred on the Commission to adopt implementing acts in relation to: the procedures for the coordination, the exchange of information and the mutual consultation on preparedness and response planning; the adoption of a list of communicable diseases subject to the network of epidemiological surveillance and the procedures for the operation of such a network; the setting up and termination of ad hoc monitoring networks and the procedures for the operation of such networks the adoption of case definitions for serious cross-border threats to health; the procedures for the operation of the Early Warning and Response System; the procedures for the coordination of the responses of the Member States; the recognition of situations of emergency at Union level or of pre-pandemic situations with respect to human influenza at Union level.
(21) Afin de garantir des conditions uniformes d'exécution de la présente décision, il convient que des compétences d'exécution soient conférées à la Commission en vue de l'adoption d'actes d'exécution en ce qui concerne: les procédures de coordination, d'échange d'information et de consultation mutuelle en matière de planification de la préparation et de l'intervention; l'adoption d'une liste de maladies transmissibles couvertes par le réseau de surveillance épidémiologique et les procédures d'exploitation dudit réseau; la création et la dissolution de réseaux de veille ad hoc et les procédures d'exploitation de ces réseaux; l'adoption de définitions de cas applicables aux menaces transfrontières graves pour la santé; les procédures d'exploitation du système d'alerte précoce et de réaction; les procédures de coordination des réactions des États membres; la reconnaissance des situations d'urgence au niveau de l'Union ou des situations prépandémiques en ce qui concerne la grippe humaine au niveau de l'Union.

6. Points out that there are three types of investment situation: 1) optimal, where the investment is certain to generate a return and allows financing by the market, 2) sub-optimal, in which there is a return but it is not sufficient to secure financing by the market and justifies the use of an IFI, and 3) investment characterised by little or no return, which necessitates intervention by the Union in the form of grants, which may be combined with IFIs if the project permits;
