11. In order to contribute to preparing the enlargement of the Union under conditions of balanced economic and social development, the Commission proposes to continue with the elaboration of the Employment Policy Reviews with all candidate countries, to promote co-operation between civil society organisations from the European Union and from the candidate countries, to prepare for joint analysis in the field of social protection and to ensure the successful participation of candidate countries in Community action programmes in the social area as part of the pre-accession strategy.
11. Afin de contribuer à la préparation de l'élargissement dans des conditions de développement économique et social équilibré, la Commission propose de poursuivre l'élaboration des révisions des politiques de l'emploi avec l'ensemble des pays candidats, de promouvoir la coopération entre les organisations de la société civile de l'UE et des pays candidats, de préparer une analyse conjointe dans le domaine de la protection sociale et d'assurer la participation effective des pays candidats aux programmes d'action communautaire dans le domaine social dans le cadre de la stratégie de préadhésion.

Fully supports the efforts aimed at establishing by 2010 a comprehensive Western Balkans Investment Framework for the coordination of grants and loans offered by the Commission, by international financial institutions and by individual country donors; welcomes the Infrastructure Project Facility (IPF) and points out that IPF projects in the fields of transport, the environment, energy and the social sector should be developed and carried out with a clear regional perspective; stresses the need for closer coordination in order to ensure effective complementarity, coherence and efficiency of assistance in the Western Balkans; believes that these coordinated loan/grant facilities should be directed in particular towards those potential candidate countries which do not have access to funds from all five components of the Instrument for Pre-Accession Assistance (IPA); stresses the importance of regional cooperation in the area of best practice as regards access to the pre-accession funds;
12. soutient pleinement les efforts visant à créer, d'ici 2010, un cadre d'investissement global pour les Balkans occidentaux, qui coordonnera les aides et les prêts de la Commission, des institutions financières internationales et des pays donateurs individuels; se félicite du dispositif en faveur de projets d'infrastructure (Infrastructure Project Facility – IPF) et souligne que les projets IPF dans les domaines du transport, de l'environnement et de l'énergie, ainsi que dans le secteur social, doivent être élaborés et exécutés dans une perspective régionale clairement établie; souligne la nécessité de renforcer la coordination de manière à assurer réellement la complémentarité, la cohérence et l'efficacité de l'aide dans les Balkans occidentaux; est convaincu que ces facilités d'aide/de prêt coordonnées devraient être accordées en particulier aux pays candidats potentiels qui n'ont pas accès aux ressources de l'ensemble des cinq composantes de l'instrument d'aide de préadhésion (IAP) ; souligne l'importance de la coopération régionale dans le domaine des bonnes pratiques s'agissant de l'accès aux fonds de préadhésion;

the use of pesticides shall be prohibited or restricted to the minimum necessary in all areas used by the general public or by sensitive population groups , at least in residential areas, parks, public gardens, sports and recreation grounds, school grounds and playgrounds and in the vicinity of public healthcare facilities (clinics, hospitals, rehabilitation centres, health resorts, hospices) as well as in substantial no-spray zones including in fields around these areas, particularly, although not exclusively, to protect sensitive groups such as babies, children, pregnant women, the elderly and those with pre-existing medical conditions and who may be taking medication;

(27) This Directive, together with the future Directive of the European Parliament and of the Council concerning the distance marketing of consumer financial services, contributes to the creating of a legal framework for the on-line provision of financial services; this Directive does not pre-empt future initiatives in the area of financial services in particular with regard to the harmonisation of rules of conduct in this field; the possibility for Member States, established in this Directive, under certain circumstances of restricting the freedom to provide information society services in order to protect consumers also covers measures in the area of financial services in particular measures aiming at protecting investors.
(27) La présente directive, en liaison avec la future directive du Parlement européen et du Conseil concernant la vente à distance de services financiers aux consommateurs, contribue à la création d'un cadre juridique pour la prestation en ligne de services financiers. La présente directive ne préjuge pas de futures initiatives dans le domaine des services financiers, notamment en ce qui concerne l'harmonisation des règles de conduite dans ce domaine. La possibilité pour les États membres, établie par la présente directive, de restreindre, dans certaines circonstances, la libre prestation des services de la société de l'information aux fins de protection des consommateurs couvre également les mesures dans le domaine des services financiers, notamment des mesures visant à protéger les investisseurs.
