IN-CONTEXT TRANSLATIONS

Because of the lack of experience of the candidate countries in using Community funds (as demonstrated by the slow take-up of appropriations under Phare and, to a lesser degree, the other pre-accession instruments introduced since 2000, SAPARD and ISPA), the Commission and the Member States considered it necessary to secure firm commitments from the candidate countries as regards the establishment and improvement of administrative structures and monitoring and control procedures which are vital for the sound and effective management of the Funds.

The Commission’s Co-ordination Committee for the 3 pre-accession instruments, set at Directors level, has not officially convened during 2005, although several meetings have taken place notably in view of creation of the new Instrument for Pre-Accession (IPA) and its relevant components[3] A General Assistance Document, through which the Commission informed the Phare Management Committee of the co-ordination of pre-accession aid in 2005 and planned assistance for 2006, was presented to Member States at the Phare Management Committee on 19 May 2005.

On behalf of the Council, I would like to express gratitude for this cooperation, which was tough but constructive. It has already enabled us, as early as first reading stage in this House, to achieve agreement on the substance of three of the four instruments – the pre-accession instrument, the neighbourhood instrument, and the stability instrument.

I would also like to do as the Commissioner has just done and remind your House that the Council has adopted a number of amendments – and not the least significant ones – to every single one of these instruments and not just to those legal acts that are subject to the codecision procedure but also to the pre-accession instrument, which is subject to the consultation procedure. Nor do I wish to gloss over the fact that the package now before you was the cause of a great deal of contention in the Council, and that it took some effort – and a great deal of effort on the part of the President of the Council in COREPER – to get some of the delegations to accept it.

One of these proposals aims at setting up a new Instrument for Pre-accession assistance (IPA) that would replace the existing pre-accession instruments from 2007 onwards.

The Commission also agreed to maintain some of the instruments used under the current framework programme alongside the new ones following the request of the Parliament (These instruments generally involve small-scale contracts, which the rapporteur considers of major importance as smaller projects are often more agile and likely to produce market-oriented results.) In addition, the Commission has introduced a reference to basic research, an earmarking of 15% to the SMEs, and a possibility to provide financial support to the candidate countries from the pre-accession instruments.
