5. The Commission shall ensure that the countries qualifying for the instrument for structural policies for pre-accession shall give appropriate priority, when submitting projects under Articles 2 and 7 of Council Regulation (EC) No 1267/1999 of 21 June 1999 establishing an instrument for structural policies for pre-accession , to the projects declared to be of European interest.
5. La Commission veille à ce que les pays bénéficiaires de l'instrument structurel de pré-adhésion, lorsqu'ils présentent leurs projets au titre de cet instrument et conformément aux dispositions des articles 2 et 7 du règlement (CE) n° 1267/1999 du Conseil du 21 juin 1999 établissant un instrument structurel de préadhésion , donnent une priorité appropriée aux projets déclarés d'intérêt européen.

Expresses its concern that the existing financial perspective is not sufficient to meet the challenges of regional policy and economic and social cohesion arising from an enlarged Union; calls on the Commission to submit annual progress reports to the European Parliament and the Council, drawn up on a regional basis, outlining whether or to what extent funding has been properly used in the enlargement countries, so that the proper use of commitment appropriations serves to strengthen the pre-accession aid with a view to more rapidly addressing infrastructure investment needs in the candidate countries and making candidate countries familiar with the absorption of financial appropriations, gradually increasing to the post-accession level; considers that the appropriations for pre-accession aid for Cyprus and Malta should be transferred from Chapter 4 (External Relations) to Chapter 7 (Pre-accession Aid) of the Community budget to ensure that the provisions in force are uniform for all candidate countries and that an even-handed approach is adopted;
107. est préoccupé par le fait que les perspectives financières actuelles pourraient ne pas suffire à relever les défis que posent la politique régionale et la cohésion économique et sociale de l'Union européenne élargie; invite la Commission à indiquer au Parlement et au Conseil, dans des rapports d'avancement annuels établis sur une base régionale, si et dans quelle mesure les ressources financières ont été utilisées correctement dans les pays candidats pour que les crédits d'engagement servent à accroître l'aide de préadhésion afin de répondre plus rapidement aux besoins d'investissement des pays candidats en matière d'infrastructures et de familiariser ceux-ci à la gestion de crédits financiers dont le montant augmentera progressivement jusqu'au niveau prévu après l'adhésion; estime qu'il importe de virer les crédits destinés à Chypre et à Malte au titre de l'aide de préadhésion du chapitre 4 (actions extérieures) vers le chapitre 7 (aide de préadhésion) du budget communautaire, en sorte de garantir l'application à tous les pays candidats de dispositions uniformes et d'une démarche impartiale;

Reaffirms the importance of implementing the pre-accession strategy in order to gradually liberalise the trade in agricultural produce before enlargement; stresses the need to reduce, prior to enlargement, the tariff and non-tariff barriers that exist in some candidate countries, many of whose products enjoy preferential access to the Community market, so that Community agricultural produce has non-discriminatory access to their markets and trade develops in a balanced manner;
