Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). (Le document est déposé) Question n 864 Mme Kirsty Duncan: En ce qui concerne la santé mentale et le suicide dans les Forces canadiennes (FC), tant dans la Force régulière, la Réserve que chez les anciens combattants, y compris les anciens membres de la Gendarmerie royale du Canada (GRC): a) que nous apprennent l’histoire et la recherche faite après les Première et Deuxième Guerres mondiales d'une part sur le pourcentage de nos anciens combattants qui ont souffert à un degré ou à un autre du syndrome de stress post-traumatique (SSPT) et d'autre part sur l’influence que le syndrome a pu avoir sur leur aptitude (i) à garder un emploi, (ii) à entretenir des relations humaines, (iii) à se libérer de la dépendance aux toxicomanies, (iv) à garder la volonté de vivre; b) comment comptabilise-t-on les suicides dans chacun des groupes précités, soit la Force régulière et la Réserve des FC et les anciens combattants, y compris ceux de la GRC, (i) la façon de faire a-t-elle changé avec le temps (depuis l’an 2000) dans l'un ou l’autre de ces groupes, par exemple en appelant différemment la cause du décès (suicide par opposition à mort subite) et, si c'est le cas, comment, pourquoi et quand, (ii) comment comptabilise-t-on le suicide des anciens combattants qui ne sont pas connus d’Anciens Combattants Canada (ACC) et qui peuvent recevoir d’autres types de soins (par ex., dans des hôpitaux, des refuges pour sans-abri ou des pénitenciers, etc.); c) quelles lacunes la comptabilisation des suicides dans chacun des groupes précités présente-t-elle et, pour chacune d’elles, (i) quelles mesures correctives prévoit-on prendre (y compris les dates prévues de commencement et de fin de chaque mesure et le financement nécessaire), (ii) pendant combien de temps prévoit-on les prendre (y compris la date prévue de fin et le financement nécessaire), (iii) quelles mesures correctives a-t-on cessé de prendre; d) comment enquête-t-on de nos jours sur les suicides dans chacun des groupes précités ...
