Stresses that modernising the existing energy infrastructure, and building new, intelligent and flexible generation, transmission (especially transborder gas and electricity interconnectors), distribution and storage infrastructures is essential for a stable, well-integrated and well-connected energy market, where any negative effects, such as unplanned power flows, are avoided, where supply at affordable and competitive prices is secured, where the full potential of all sustainable energy sources, and of micro-generation, cogeneration and efficiency, demand-side management and storage, is fully exploited, and where no Member State remains isolated from the European gas and electricity networks by 2015, to be achieved, i.a., through the synchronous integration of isolated power systems into the European continental networks; emphasises that large-scale investments should be made in parallel with investments in regional or even local networks, as energy generation increasingly takes place at regional/local level;

(15) In order to establish the electronic network, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the conditions for countries outside the European Economic Area to participate in the electronic network, the minimum security standards, the use of a unique identifier, the languages used by the electronic network, the method of transmitting information between the registers ensuring cross-border access to information, the interoperability of the information and communication technologies used by the members of the electronic network, the definition of standards on format, substance and limits for storing and retrieving the documents and particulars that enables automated data exchange, the consequences of non-compliance, the method of identifying the link between a company and its foreign branch, the method of and the technical standards for the transmission of information between the register of the company and the register of the branch, the technical standards for the transmission of information between the registers and the standard forms of notification of the cross-border merger to be used by the registers.

The project, which in the Netherlands goes by the name of “Randstad380”, is aimed at preserving power transmission capacity in the Randstad at the appropriate level, bearing in mind the future increase in demand for power, as well as boosting TenneT’s contribution to the integration of and access to the European energy networks.
Le projet connu aux Pays-Bas sous le vocable « Randstad380 » a pour objectif de maintenir le niveau de la capacité de transport d’électricité dans la Randstad eu égard à l’accroissement de la demande d’électricité dans cette région à l’avenir. Calls on the Commission to implement the trans-European energy networks and establish a priority interconnection plan, in view of the recently amended decision laying down the guidelines for trans European energy transmission networks, without neglecting the liquefied natural gas reception regasification infrastructure and storage facilities; in addition, believes that all energy sources including renewables should be given fair and non-discriminatory access to the power grids so as to further the integration of markets and ensure security of supply; considers that offshore wind power installations should be integrated first into a regional grid and ultimately into the trans-European energy network;

Projects in the energy and telecommunications sectors included the modernisation of ENEL's production capacity and network, especially in the Centre-South of Italy, upgrading and extension of the TERNA power transmission grid and construction of Wind's new fixed and mobile network.
