27 (1) Where the Board has sent a copy of a complaint to a governmental institution pursuant to section 24 and the Board decides to order the governmental institution to postpone awarding a contract pursuant to paragraph 16(1)(b) of the Act, the Board shall, before making such an order, send a notice informing the governmental institution of its intention to make such an order.

9 (1) Where the Tribunal, in accordance with subsection 30.13(3) of the Act, orders the government institution to postpone the awarding of a designated contract, it shall, within five working days after the making of the order, notify the government institution of that order.

If the contract in question has not been awarded, the tribunal may order the government institution to postpone awarding it pending the disposition of the complaint.

Whereas the experience gained while implementing Regulations (EEC) No 1408/71 and (EEC) No 574/72 has revealed the need to make some improvements to the rights of migrant workers ; whereas, consequently, a worker who is receiving a pension under the legislation of one Member State while working in the territory of another Member State, should be allowed to be insured under the legislation of the latter Member State even if the legislation of that State exempts pensioners from compulsory insurance ; whereas workers should also be enabled to receive, without any restrictions, a pension acquired under the legislation of a Member State and to have a pension which was awarded under the legislation of another Member State postponed in order to receive the increase in pension due as a result of that postponement;
