I know the Canadian Alliance of Student Associations has brought the same idea forward, whereby we actually develop parameters that provinces can agree to, through the social union framework agreement, for direct transfers for post-secondary education similar to the health system that was recently developed.

(ii) a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years, or
