Considers that the inclusion of these activities in the general budget will require increased appropriations in the corresponding headings; points out that according to the joint statement on financial programming approved on 20 July 2000, the budgetary authority must have accurate information about the financial consequences of each new proposal presented by the Commission; calls on the Commission to present a financial assessment of the post-ECSC activities being phased into the general budget as they may have an impact on the margin under the ceiling of each heading of the financial perspective; stresses the need for further consultation of the budgetary authority should significant changes be made during the renewal of programmes financed under the general budget; believes this to be the only way to ensure that these changes are compatible with the current ceilings of the financial perspective;

Proposes the inclusion of an enlargement clause which would enable the ratio of funds available for coal and steel research to be reconsidered in order to take into account the impact of enlargement; suggests that acceding countries should contribute to the assets of the Coal and Steel Research Fund as they will be the main beneficiaries of post-ECSC activities and of the modernisation and restructuring programmes financed by the Community;
8. propose l'inclusion d'une clause d'élargissement qui permettrait de revoir la répartition des fonds disponibles pour la recherche dans le domaine du charbon et de l'acier pour tenir compte de l'impact de l'élargissement; suggère que les nouveaux pays adhérant à l'Union devraient apporter une contribution aux avoirs du Fonds de recherche du charbon et de l'acier vu qu'ils seront les principaux bénéficiaires des activités post-CECA ainsi que des programmes de modernisation et de restructuration financés par la Communauté;

The post-ECSC programme will be consistent with the scientific, technological and political objectives of the European Union, and will complement the activities carried out in the Member States and within the existing EU Research Framework Programme.
Le programme post-CECA restera dans le droit fil des objectifs scientifiques, technologiques et politiques de l'Union européenne et complétera les activités effectuées dans les États membres et à l'intérieur du programme cadre de recherche existant.

Secondly, under Article 95 of the ECSC Treaty the Commission will propose that the Council extend aid to ECSC workers in sectors of activity not covered by the Treaty, but who meet requierements as regards age and years of service giving them entitlement to early retirement when, without themselves being directly affected by a closure, they agree to leave the undertaking and give up their post to younger ECSC workers whose jobs are affected.
- 3 - D'autre part, la Commission proposera au Conseil, au titre de l'article 95 du traité CECA, d'étendre l'octroi des aides en faveur des travailleurs des entreprises CECA occupés dans les secteurs d'activité non couverts par ce traité, qui remplissent les conditions d'âge et d'ancienneté leur permettant d'accéder à la préretraite lorsque, sans être eux-mêmes affectés directement par une fermeture, ils acceptent de quitter l'entreprise pour céder leur place aux travailleurs CECA plus jeunes dont l'emploi est affecté.
