Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Question n 140 Mme Kirsty Duncan: En ce qui concerne l’exploitation des sables bitumineux ainsi que ses répercussions sur l’environnement et les collectivités environnantes et leurs effets économiques: a) qu’a fait le gouvernement pour fixer des valeurs limites d’émissions atmosphériques ou de qualité de l’air compatibles avec les normes de qualité de l’air de l’Organisation mondiale de la santé; b) qu’a fait le gouvernement secteur par secteur pour réglementer les émissions carboniques des sables bitumineux afin que l’industrie des sables bitumineux réduise ses émissions de gaz à effet de serre (GES) et contribue ainsi à atteindre l’objectif que le Canada s’est fixé de réduire les siennes de 17 % par rapport à 2005; c) quelles études le gouvernement a-t-il menées à propos de l’effet de l’expansion des sables bitumineux sur (i) les émissions de GES, (ii) l’aptitude du Canada à atteindre ses objectifs de réduction des émissions de GES, (iii) la contribution du Canada à l’objectif qu’on s’est fixé de maintenir la hausse de la température mondiale moyenne de surface à moins de 2°C par rapport au niveau préindustriel à la réunion du G8 à L’Aquila en Italie et lors des négociations de l’accord de Copenhague en décembre 2009 et des accords de Cancun en décembre 2010 menées sous l’égide de la Convention-cadre des Nations Unies sur les changements climatiques, (iv) l’ensemble des critères de durabilité environnementale, économique et sociale, et (v) quels sont les résultats des études identifiées en c)(i), c)(ii), c)(iii) et c)(iv); d) quelles études le gouvernement a-t-il menées sur (i) l’ampleur de l’expansion du secteur des sables bitumineux dans l’éventualité où ce secteur ne serait pas tenu de contribuer de façon proportionnelle à la réduction des émissions de GES, (ii) l’impact de cette décision sur les émissions de GES allouées à d’autres secteurs, (iii) le point de savoir si d’autres secteurs de l’économie canadienne auraient à contribuer plus que de façon propor ...
