Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. The symptoms often represent the patient's concept of how a physical illness would be manifest. Medical examination and investigation do not reveal the presence of any known physical or neurological disorder. In addition, there is evidence that the loss of function is an expression of emotional conflicts or needs. The symptoms may develop in close relationship to psychological stress, and often appear suddenly. (Le document est déposé) Question n 864 Mme Kirsty Duncan: En ce qui concerne la santé mentale et le suicide dans les Forces canadiennes (FC), tant dans la Force régulière, la Réserve que chez les anciens combattants, y compris les anciens membres de la Gendarmerie royale du Canada (GRC): a) que nous apprennent l’histoire et la recherche faite après les Première et Deuxième Guerres mondiales d'une part sur le pourcentage de nos anciens combattants qui ont souffert à un degré ou à un autre du syndrome de stress post-traumatique (SSPT) et d'autre part sur l’influence que le syndrome a pu avoir sur leur aptitude (i) à garder un emploi, (ii) à entretenir des relations humaines, (iii) à se libérer de la dépendance aux toxicomanies, (iv) à garder la volonté de vivre; b) comment comptabilise-t-on les suicides dans chacun des groupes précités, soit la Force régulière et la Réserve des FC et les anciens combattants, y compris ceux de la GRC, (i) la façon de faire a-t-elle changé avec le temps (depuis l’an 2000) dans l'un ou l’autre de ces groupes, par exemple en appelant différemment la cause du décès (suicide par opposition à mort subite) et, si c'est le cas, comment, pourquoi et quand, (ii) comment comptabilise-t-on le suicide des anciens combattants qui ne sont pas connus d’Anciens Combattants Canada (ACC) et qui peuvent recevoir d’autres types de soins (par ex., dans des hôpitaux, des refuges pour sans-abri ou des pénitenciers, etc.); c) quelles lacunes la comptabilisation des suicides dans chacun des groupes précités présente-t-elle et, pour chacune d’elles, (i) quelles mesures correctives prévoit-on prendre (y compris les dates prévues de commencement et de fin de chaque mesure et le financement nécessaire), (ii) pendant combien de temps prévoit-on les prendre (y compris la date prévue de fin et le financement nécessaire), (iii) quelles mesures correctives a-t-on cessé de prendre; d) comment enquête-t-on de nos jours sur les suicides dans chacun des groupes précités ...

20. Stresses that only with genuinely integrated multi-level governance among local, regional, national, cross-border and EU public authorities can EU, national and regional policy be efficient and effective; calls on the Commission to evaluate the possibilities of innovation-related territorial cooperation, both national and international, in each cohesion policy objective, and to analyse the possibilities for reinforcing the European territorial cooperation objective with regard to fostering innovation-related cooperation between regions; in parallel with the reinforcement of the Territorial Cooperation Objective (Objective 3), the possibility of developing transnational territorial cooperation actions in the framework of Objective 2 should also be reinforced; notes that such a possibility is now made possible by Article 37(6)(b) of Regulation (EC) No 1083/2006; is of the opinion that, without changing the overall cohesion objectives’ budget, the reinforcement of territorial cooperation should be accompanied by a move towards an increased budget for this extended territorial cooperation;
20. souligne que la politique européenne, nationale et régionale ne sera efficiente et efficace que moyennant une gouvernance véritablement intégrée reposant sur une coopération des pouvoirs publics locaux, régionaux, nationaux, transfrontaliers et européens; appelle la Commission à évaluer les possibilités de coopération territoriale pour l'innovation, au niveau tant national qu'international, dans le cadre de chaque objectif de la politique de cohésion et à analyser les possibilités de consolidation de l'objectif de coopération territoriale européenne pour inciter à la coopération régionale en matière d'innovation; recommande également de renforcer, parallèlement à la consolidation de l'objectif de coopération territoriale (Objectif 3), la possibilité d'élaborer des mesures de coopération territoriale transnationale dans le cadre de l'Objectif 2; note qu'une telle possibilité existe désormais grâce à l'article 37, paragraphe 6, point b), du règlement (CE) n° 1083/2006; est d'avis que le renforcement de la coopération territoriale doit s'accompagner, sans préjudice du budget global consacré aux objectifs de cohésion, d'un accroissement du budget pour cette coopération territoriale élargie;

Possibly excessive prices have been identified in the bandwidths of 2 Megabytes per second - Mbps - (incumbents' prices in Luxembourg and Spain are above the average, with Belgium and Sweden possibly in this group as well), 34 Mbps (price above the average for the incumbents in Italy and Ireland, but possibly also those in Portugal, Belgium, France and Spain) and 155 Mbps (not all the offers are in volumes that allow consistent comparisons, however, the prices of the incumbents in Italy and Portugal appear to be above the average, with the UK possibly falling into this category).
Des prix potentiellement excessifs ont été relevés pour les largeurs de bande de 2 méga-octets par seconde (les prix appliqués par les opérateurs en place sont au-dessus de la moyenne au Luxembourg et en Espagne, de même vraisemblablement qu'en Belgique et en Suède), de 34 méga-octets (prix supérieurs à la moyenne pour les opérateurs historiques en Italie et en Irlande, mais sans doute aussi au Portugal, en Belgique, en France et en Espagne) et de 155 méga-octets (les offres ne se font pas toutes dans des volumes qui permettent des comparaisons valables; les prix pratiqués par les opérateurs en place semblent toutefois excéder la moyenne en Italie et au Portugal et il est possible que tel soit aussi le cas au Royaume-Uni).

Recalls its conclusion of 29 April 1993, according to which detailed criteria and mechanisms should be established for cost-effective implementation and improved management of the Framework Programme in order to ensure that its objectives are fully met; reaffirms also its emphasis on the need for the improvement of procedures for systematic, independent and timely evaluation of the Framework Programme; 2. Welcomes in this respect the initiatives undertaken by the Commission with a view to improving the management of the EC research programmes and encourages the Commission to develop further such initiatives in time for the implementation of the Fourth Framework Programme; 3. Emphasizes that procedures and tools for programme implementation should as far as possible be simplified and harmonized in order to facilitate participation in Community research programmes, particularly by SMEs, and to allow for smooth, transparent and timely implementation of the Framework Programme; welcomes in this respect the circulation by the Commission of information bulletins on a regular basis; 4. Would welcome in particular, without prejudice to the quality and transparency of the selection procedure, improvements in specific areas, such as the shortening of delays between deadlines for receipt of proposals and start of selected projects and the provision of information to applicants on non-selected proposals; 5. Takes note of the Commission's intention to assess in further detail the possible benefits and disadvantages of decentralized management and possible further concrete measures that could be taken in this field, so as to enable Council to take a view on this issue as soon as possible; 6. Considers that possible new types of activities, for example thematic networks of excellence, concertation networks and consortia for integrated projects, as proposed by the Commission, need to be clarified further; 7.
