Commenting on the Poppy initiative, EU Commissioner for Research, Innovation and Science Máire Geoghegan-Quinn said: "This is a great offshoot of an ERC project: a low-cost platform that could foster a more interactive and inspiring learning environment, allowing students to connect with research and design".

Calls on the Commission and the Member States to follow up its recommendation to the Council of 25 October 2007 on production of opium for medical purposes in Afghanistan and to support the civil society initiatives cooperating with countries producing drugs in the fight against drugs and their possible positive effects in those countries' democratisation process; stresses the importance of promoting for example pilot schemes such as 'poppies for medicine', which are intended to switch some of the existing illegal cultivation of poppies to industrial production of legal, opium-based painkillers and to consider the benefits which may be derived from the granting of licences for the use of poppy crops for medical purposes, as well as to determine in what way this may be brought about and with what controls under the responsibility of the UN;
40. invite la Commission et les États membres à donner suite à la recommandation adressée le 25 octobre 2007 par le Parlement européen au Conseil sur la production d'opium à des fins médicales en Afghanistan et à soutenir les initiatives de la société civile visant à coopérer avec les pays producteurs dans la lutte contre la drogue, ainsi que les effets positifs éventuels d'une telle démarche dans la démocratisation de ces pays; souligne l'importance de promouvoir des projets pilotes, tels que le projet "Le pavot pour la médecine" en vue de convertir des parties de l'actuelle zone de culture illicite du pavot en champs destinés à la production industrielle d'analgésiques licites à base d'opium et d'étudier les avantages que pourrait apporter l'octroi de licences pour la culture du pavot à des fins médicales, ainsi que de définir la manière de procéder et les contrôles à effectuer sous la responsabilité des Nations unies;

I am pleased that the UK Government plans to deploy an enhanced drugs team to Kabul and Kandahar by the end of the year and has made GBP 70 million available, over three years, for law enforcement, capacity-building, alternative livelihoods for those who are involved in poppy cultivation, and demand-reduction initiatives.
Je me félicite que le gouvernement britannique prévoie de déployer une équipe antidrogue renforcée à Kaboul et à Kandahar d’ici la fin de l’année et ait prévu d’engager 70 millions de livres sterling sur trois ans pour l’application du droit, le renforcement des capacités, le développement de sources de revenus autres que la culture du pavot et des initiatives visant une réduction de la demande d’opium.

We conclude from these observations that the international regime for the control of psychoactive substances, beyond any moral or even racist roots it may initially have had, is first and foremost a system that reflects the geopolitics of North-South relations in the 20century. Indeed, the strictest controls were placed on organic substances – the coca bush, the poppy and the cannabis plant – which are often part of the ancestral traditions of the countries where these plants originate, whereas the North's cultural products, tobacco and alcohol, were ignored and the synthetic substances produced by the North’s pharmaceutical industry were subject to regulation rather than prohibition.
De ces constats, nous émettons l’observation que le régime international de contrôle des substances psychoactives, par delà les fondements moraux et parfois racistes qui ont pu l’animer à ses débuts, est surtout un système reflétant la géopolitique des relations Nord-Sud au cours du 20 siècle : ce sont en effet les substances organiques – coca, pavot et cannabis – faisant souvent partie des traditions ancestrales des pays d’où originent ces plantes, qui ont fait l’objet des contrôles les plus sévères, tandis que les productions culturelles du Nord, tabac et alcool, ne s’y retrouvaient pas et que les substances synthétiques produites par les industries pharmaceutiques du Nord étaient, elles, l’objet d’un régime réglementaire et non d’un régime d’interdiction.
