The accident that happened in Romania, in Baia Mare, in the year 2000, when, following the crack of a tailing pond, approximately 100,000 m of water contaminated with cyanide and heavy metals was spilled, caused the biggest catastrophe in Eastern Europe since Chernobyl.

Environmental impacts from the management of such waste range from physical effects on ecosystems (e.g. smothering of riverbeds), to pervasive acid drainage and leaching of heavy metals and other dangerous substances used for mineral processing. The collapse of facilities hosting such waste (e.g. waste heaps, tailings ponds or dams) can have widespread devastating effects on people and the environment, as demonstrated by several accidents that have occurred in Europe, such as in Aberfan, Wales, in 1966 and Stava, Italy, in 1985 (both with serious casualties) and in Aznalcollar, Spain, in 1998 and Baia Mare, Romania, in 2000 (both with extensive damage on freshwater ecosystems and large socio-economic effects).

At Baia Mare in Romania in 2000 a tailings pond burst releasing approximately 100,000 m³ of waste water containing up to 120 tonnes of cyanide and heavy metals into the River Lapus; this then travelled downstream into the Rivers Somes and Tisa into Hungary before entering the Danube.

To tighten existing EU legislation on major industrial hazards, the European Commission has adopted a proposal for a Directive extending the scope of the so-called Seveso II Directive. The proposal is the regulatory follow-up to the cyanide spill into the Tisza river that occurred in Baia Mare/Romania following a damburst of a tailings pond, causing considerable environmental damage, and to the fireworks explosion in Enschede/Netherlands, causing death and injury to numerous persons.
