The proposed aid, which was notified under the Code on aid to the synthetic fibres industry would be awarded under the Law of 4.8.78 for the expansion of small and medium-sized enterprises in support of investments costing ECU 2 786 434 in a new facility for the production, texturization and surface treatment of polyester staple fibre (P-SF) from polyester granules and the subsequent processing of the treated fibre to produce polyester down.
L'aide envisagée, notifiée conformément à l'encadrement des aides au secteur des fibres synthétiques, devait être accordée dans le cadre de la loi du 4 août 1978 relative au développement des petites et moyennes entreprises, pour financer des investissements, d'un montant de 2 786 434 écus, dans une nouvelle installation de production, de texturation, de traitement de surface de fibres de polyester discontinues obtenues à partir de granules de polyester et de transformation de ces fibres en ouate de polyester.

The proposed aid would be awarded in three forms: an interest subsidy calculated as 15% of the total cost of the part of the investment concerning the following specific activities which Belgium considered were in all cases outside the scope of the Code, ie the blending and carding of treated P-SF, and the packaging and storage of the end-product, polyester down; exemption from advance property tax, calculated as 1% of the total cost of that part of the investment concerning the specific activities identified above; and authorization to apply accelerated depreciation over three consecutive tax periods from the fiscal year in which the investment took place on the cost of the land, buildings and shared infrastructure costs allocated to the specific activities identified above.
