The aim of the Consumer Agenda is to create a strategy in which political action will efficiently and effectively support consumers throughout their lives by ensuring the safety of the products and services made available to them, by informing and educating them, by supporting bodies that represent them, by strengthening their rights, by giving them access to justice and redress and by ensuring that consumer legislation is enforced.

The management of information provision and promotion measures concerning agricultural products implemented in the internal market and in third countries under Regulation (EU) No 1144/2014 of the European Parliament and of the Council (6) involves the implementation of technical projects which do not entail political decision-making and require a high level of technical and financial expertise throughout the project cycle.
La gestion des actions d'information et de promotion en faveur des produits agricoles mises en œuvre sur le marché intérieur et dans les pays tiers en application du règlement (UE) no 1144/2014 du Parlement européen et du Conseil (6) présuppose la mise en œuvre de projets techniques n'impliquant pas de prise de décision de nature politique et exigeant un haut niveau d'expertise technique et financière tout au long du cycle du projet.

Throughout the entire process for early warning, preparedness and crisis management established in this Article, the Council shall closely monitor the situation and may request further information and provide political guidance, in particular as regards the urgency and severity of the situation and thus the need for a Member State to draw up either a preventive action plan or, if necessary, a crisis management action plan.

Cannot always see a clear correlation between the Commission's political priorities, as described in its Annual Policy Strategy (APS) and the PDB, and increases in the corresponding budget lines and policy areas; is still not satisfied with the attempts of the Commission to include Parliament's priorities in the PDB; is not convinced, for example, that the climate change priority really is reflected throughout the budget as proposed by the Commission; wishes to receive more precise information as to the methodology used to come to the conclusion that over 10%, or EUR 14 billion, of the EU budget is spent on environmental targets; requests a comprehensive presentation of all climate change related expenditure in the budget, including rural development and structural funds, to be able to evaluate the correlation between political and budgetary priorities; points to the need to revise current programmes at the mid term review in order to better integrate climate change objectives and provide for improved policy coherence;
11. ne voit pas toujours clairement que les priorités politiques de la Commission, telles que décrites dans sa stratégie politique annuelle (SPA) et dans l'APB, se traduisent par une augmentation des lignes budgétaires correspondantes et par une révision à hausse de la dotation allouée aux actions politiques concernées; n'est toujours pas satisfait des efforts entrepris par la Commission pour inclure les priorités du Parlement dans l'APB; n'est pas persuadé notamment que les priorités liées au changement climatique soient systématiquement prises en compte dans le budget proposé par la Commission; souhaite recevoir des informations plus précises sur la méthodologie mise en œuvre pour arriver à la conclusion que plus de 10 % du budget de l'Union, soit 14 000 000 000 EUR, ont été affectés à des objectifs environnementaux; demande une présentation exhaustive de l'ensemble des dépenses budgétaires en liaison avec le changement climatique, y compris le développement rural et les Fonds structurels, afin de pouvoir évaluer l'adéquation entre les priorités politiques et les priorités budgétaires; insiste sur la nécessité de revoir les programmes actuels lors de la révision à mi-parcours afin d'y intégrer davantage les objectifs relatifs au changement climatique et de garantir plus de cohérence dans l'action menée;

23. Rejects the Council's increase for two additional Special Representatives in the field of CFSP without the requisite consultation of the European Parliament; notes that on the basis of the joint declaration of 25 November 2002, the Irish and Dutch presidencies have achieved substantial progress in establishing a political information and consultation circle with Parliament; deplores the fact that, although such meetings should take place about five times throughout a year, only one meeting has taken place this year (until September 2005); therefore, insists that this political dialogue continue as agreed between both institutions and be qualitatively improved;
23. refuse l'augmentation des crédits voulue par le Conseil pour la désignation de deux représentants spéciaux supplémentaires dans le domaine de la PESC sans la consultation préalable du Parlement européen; note que, sur la base de la déclaration conjointe du 25 novembre 2002, les présidences irlandaise et néerlandaise ont accompli des progrès substantiels dans la mise en place d'un circuit d'information et de consultation politique avec le Parlement; déplore que, bien qu'il doive y avoir, en principe, environ cinq réunions par an, échelonnées sur l'année, il n'y ait eu, cette année (jusqu'à septembre 2005), qu'une seule réunion; insiste donc pour que ce dialogue politique soit poursuivi comme convenu entre les deux institutions et soit amélioré sur le plan qualitatif;

Notwithstanding this, however, I believe that the political will now exists throughout the institutions to reach final agreement on this text quickly, thus putting in place a comprehensive framework for information and consultation throughout the Community.
Malgré cela, cependant, je pense qu'il existe à l'heure actuelle une véritable volonté politique des institutions de parvenir rapidement à un accord final sur ce texte, et par là même de mettre en place un cadre complet pour l'information et la consultation au sein de la Communauté.
