C. whereas the spill-over from the Syrian crisis reached a new high point earlier this year when militants from the Islamic State of Iraq and Syria (ISIS) took over the cities of Ramadi and Fallujah, as well as parts of Anbar province; whereas fighters from Iraq also play a prominent role on both sides in the Syrian crisis; whereas Iraq has reportedly allowed the transport of weapons and supplies from Iran to the Syrian regime and Hezbollah;

Calls on the VP/HR to make further efforts to encourage Russia to comply with the six-point Sarkozy Plan to stabilise and resolve the conflict in Georgia; calls, in this regard, on Russia to withdraw its troops from the breakaway Georgian territories of Abkhazia and South Ossetia and to allow unfettered access for the European Union Monitoring Mission (EUMM) to those two provinces;

Stresses the impact which China, as the biggest exporting country, has on the world economy and the responsibility which this entails to comply with minimum social standards; welcomes the efforts made by Chinese central and local government in this area; emphasises that a comprehensive law complying with all international standards, on social security and health care, and strict and efficient monitoring of compliance with legislation on employment conditions, are indispensable; points out that sustainably funding a stable social security and healthcare system that generates the same benefits in all of the country’s provinces is one of the biggest challenges for the Chinese government; stresses in this connection the Social Security Reform Cooperation Project between the EU and China, which aims to give Chinese citizens access to adequate and affordable social insurance;

Calls, therefore, on the Government to address these issues systematically by amending legislation and by ensuring its proper implementation at all levels of government, including the municipalities; points too, in this context, to the recommendations adopted by the Venice Commission in spring 2010 concerning the legal personality of religious communities and the ecclesiastical title ‘Ecumenical’ of the Orthodox Patriarchate; welcomes the recent decision by the ‘Foundations Assembly’ to transfer the Büyükada Greek Orphanage for Boys to the Ecumenical Patriarchate, in accordance with the ruling of the European Court of Human Rights, and the granting of Turkish citizenship to several Greek Orthodox clergy in order to facilitate the Patriarchate and the Holy Synod; welcomes the religious ceremony in the Sümela Monastery Museum in Trabzon and the ceremony in the church on Akdamar Island in the province of Van; finds the Turkish Supreme Court decision against Mor Gabriel Monastery, concerning a land dispute with villages and the Turkish Treasury, to be regrettable; restates its expectation that the Government's announcements about the reopening of the Halki Greek Orthodox seminary will soon be followed by action and by measures providing for the unhindered training of Christian communities‘ clergy; urges the Government to pay special attention to educational materials in schools, which should reflect the religious plurality of Turkish society, and to the need for unbiaised learning materials;

At one point the provinces generated something in the order of 19% of the GDP of the nation and the federal government was down around 17%. Both have declined over a period of time so that now the provinces generate something in the order of 17% and the federal government has 15.4% of the revenues of the nation.

Reform's plan includes the following: giving provinces exclusive control over natural resources, job training, municipal affairs, housing, tourism, sports and recreation; giving provinces control over setting their own interprovincial standards for health, welfare and education and replacing federal cash transfers with tax points, allowing provinces to raise their own taxes to finance social programs.
