ancouver to Toronto that were stranded on the tarmacs of the Ottawa and Vancouver International Airports, respectively: (a) has the government investigated any or all of these in
cidents and, if so, what conclusions have been drawn regarding the cause of the passeng
ers being held on a ...[+++]plane without enough food and water; (b) what steps or procedures were followed by the airport authority to finally deplane the passengers; (c) could any of these steps or procedures have been taken earlier and, if not, what constraints prevented these steps or procedures from being taken earlier; (d) are there currently any policies, laws, or regulations that set out a time limit for how long a plane with passengers can be held on the tarmac and, if not, has the government developed any recommendations for such policies, laws, or regulations; (e) is the government aware of any existing procedures, established voluntarily by airport authorities, to be followed in situations where a plane with passengers is left on the tarmac for a considerable period of time; (f) is there an accountability mechanism whereby tarmac delays above a reasonable threshold must be reported to the government; (g) to what extent, if any, was the RCMP involved in resolving any or all of these incidents; (h) if the RCMP was involved, what specific steps did they take to resolve any or all of these incidents; and (i) are there potential civil or criminal liabilities arising from these events?(Le document est déposé) Question n 31 M. ...[+++]isamment d’eau et de nourriture; b) quelles mesures ou procédures ont été utilisées par l’administration aéroportuaire pour finalement permettre aux passagers de descendre; c) est-ce que ces mesures ou procédures auraient pu être mises en œuvre plus tôt et, dans la négative, quels obstacles ont empêché d’agir plus rapidement; d) est-ce qu’il existe des politiques, des lois ou des règlements limitant la durée de l’immobilisation d’un avion avec passagers sur une aire de stationnement et, dans la négative, est-ce que le gouvernement a formulé des recommandations en faveur de tels politiques, lois ou règlements; e) est-ce que le gouvernement sait si les administrations portuaires ont mis en place volontairement des procédures devant être suivies lorsqu’un avion avec passagers est immobilisé au sol pendant passablement de temps; f) y a-t-il un mécanisme obligeant à signaler au gouvernement les retards au sol qui dépassent une période raisonnable; g) dans quelle mesure, le cas échéant, la GRC a-t-elle contribué à résoudre l’un ou l’autre de ces incidents; h) si la GRC est intervenue, quelles mesures précises a-t-elle prises pour résoudre ces incidents; i) des responsabilités civiles ou criminelles pourraient-elles être établies à la suite de ces incidents?
